LNDG LTT SAW SMT WITH NOSE ON EDGE OF RWY AND SWERVED TO AVOID THE SMT.
AS WE WERE CLRED FOR THE ILS THE APCH CTLR ADVISED US THAT TDZ RVR WAS GREATER THAN 6000 FT AND THE ROLLOUT RVR WAS 1200 FT. WE WERE THEN HANDED OFF TO THE TWR. ONCE AGAIN WE WERE ADVISED OF THE RVR; WHICH HAD NOT CHANGED. FROM THE OM WE COULD SEE THE ALS AND ABOUT THE FIRST HALF OF THE RWY. THE CAPT WAS HAND FLYING THE ACFT AND THE APCH AND TOUCHDOWN WERE NORMAL. HE MADE SURE TO TOUCHDOWN IN THE EARLY PART OF THE RWY AS THERE WAS A FOGBANK ABOUT 1/2 WAY DOWN THE RWY. AS THE NOSEWHEEL WAS LOWERED TO THE RWY AND WE BEGAN SLOWING DOWN WE ROLLED INTO THE FOGBANK. JUST BEFORE WE WERE STARTING TO TURN ONTO THE HIGH SPD TXWY LIMA; I NOTICED AN ACFT SITTING ON TXWY KILO WITH ITS NOSE STUCK OUT ONTO THE RWY; MAYBE JUST PAST THE RWY EDGE LINE; WELL PAST THE HOLD SHORT LINE. I CALLED OUT TO THE CAPT THE FACT THAT THERE APPEARED TO BE AN ACFT TO OUR L. HE SAW IT AT ABOUT THE SAME TIME AND EXCLAIMED THAT HE SAW IT ALSO AND MANEUVERED THE ACFT TO THE R SIDE OF THE RWY SO AS TO ENSURE THAT OUR WINGS OF THE LTT X WOULD CLR THE OTHER ACFT WHICH WE DETERMINED TO BE AN SMT Y. SUPPLEMENTAL INFORMATION FROM ACN 259026: SMT Y WAS APPROVED ACROSS RWYS 29R/29L AT MIDFIELD AT XA45. LTT Y WAS CLRED TO LAND ON A 7 MI FINAL AT XA46; FOG REDUCED VISIBILITY FROM 1 VARIABLE 1/8. LTT Y STATED HE COULD SEE HALF THE RWY. AT XA49 LTT Y RPTED AN ACFT LEFT SIDE OF RWY 29R JUST PAST THE HOLD LINE. I GOT LTT Y POS; CLRED HIM ACROSS RWY 29L TO PARKING. AN MLG WAS ON A 5 MI FINAL AT THAT TIME; TOLD MLG ABOUT POSSIBLE TFC. I COORDINATED WITH GND TO VERIFY SMT Y WAS NOW WELL OFF RWY 29R AND THEN RECLRED MLG TO LAND. AFTER MLG TAXIED OFF; SMT Y WAS APPROVED ACROSS RWY 29R TO PARKING. I BELIEVE THE CONTRIBUTING FACTORS THAT CAUSED THIS WERE: A MAINT MAN WAS TAXIING THE ACFT ACROSS THE RWYS. HE DIDN'T RPT XING RWY 29L OR APCHING RWY 29R. I WAS LCL CTLR AND CTLR-IN- CHARGE AT THE TIME AND WAS IN CHARGE OF TAKING TWR VISIBILITY. THIS TEMPORARILY DIVERTED MY ATTN DUE TO THE RAPIDLY CHANGING WX. I HAD TO TYPE MY OBSERVATION TO SEND TO THE NWS; LIGHTING IN THE CAB FOR THIS POS POOR; CAUSING EXCESS TIME TO DO THIS FUNCTION. NO ASDE RADAR EQUIP WAS AVAILABLE SO THE TAXIING ACFT'S POS COULD BE OBSERVED. ONLY 2 PEOPLE WERE STAFFING THE TWR AT THE TIME FOR TFC LOAD. PREVENT RECURRENCE: ONLY CERTIFIED PLTS TAXI ACFT ON ARPTS. INCREASE STAFFING TO ALLEVIATE WORKLOAD DURING BAD WX. INSTALL ASDE RADAR EQUIP AT LOCATIONS KNOWN FOR FOGGY WX.
