PUB DEFICIENCY RPTED BY ACR FO IN CHKLIST DESIGN AND SUBSEQUENT CHKLIST USE.
ON 12/X/93; OUR AIRLINES INSTITUTED NEW CHKLISTS FOR ALL ACFT; WHICH CONSIST OF WDB'S; LGT'S AND MLG'S. THE OLD '3-HOLER' LGT'S WILL BE AT A LATER DATE.) THE REASONS FOR THIS DRASTIC RE-WRITING OF THE CHKLISTS ARE: (1) TO EXPEDITE TAXI FROM THE GATE AREA BY ELIMINATING AN AFTER START CHKLIST (WHICH IS ACCOMPLISHED WHILE STOPPED) AND PLACING THOSE ITEMS ON A BEFORE TKOF CHKLIST (WHICH IS ACCOMPLISHED WHILE MOVING). (2) TO 'STANDARDIZE' ALL FLEETS IN ORDER TO JUSTIFY FUTURE TRAINING PROGRAM REDUCTIONS. THE RESULT HAS BEEN A DISRUPTION OF PROVEN FLOW PATTERNS AND ELIMINATION OF CRITICAL CHKLIST ITEMS. AFTER STARTING ENGS AT SBA THIS MLG CREW ELECTED TO 'MODIFY' THE NEW BEFORE TKOF CHKLIST. OUR REASONS FOR DOING SO WERE IN THE INTERESTS OF SAFETY. BECAUSE OF DARKNESS; WET PAVEMENT; AND A POTENTIAL FOR A RWY INCURSION ON THE TAXI OUT; (270 DEG R TURN); WE ELECTED TO ACCOMPLISH ALL ITEMS EXCEPT THE RUDDER CHK (TO PREVENT NOSEWHEEL SCRUBBING) WHILE PARKED AFTER STARTING ENGS. WE DID THE RUDDERS WHILE TAXIING. AFTER BEING CLRED FOR TKOF; WE ACCOMPLISHED THE FINAL ITEMS ON THE BEFORE TKOF CHKLIST BY 'CHALLENGE AND RESPONSE'; AND PRIOR TO TAXIING DOWN THE RWY. (THE NEW CHKLIST/PROC HAS THE FO DO THESE THINGS ALONE WHILE THE CAPT IS TAXIING ONTO THE RWY AFTER BEING CLRED TO 'POS AND HOLD' OR 'CLRED FOR TKOF'.) AFTER TKOF WE REMEMBERED TO TURN OFF THE APU BECAUSE SOMEBODY HAD WRITTEN IT ON THE NEW CHKLIST. (IT WAS ON THE OLD CHKLIST.)
