Synopsis

THE L MAIN TIRES BLEW OUT DURING LNDG ROLLOUT ON A LEAR 25D MODEL ACFT DUE TO POSSIBLE ICE ON THE BRAKING SYS.

Narrative

THE ACFT DEPARTED NASHVILLE AFTER TAXIING ON SNOW COVERED TXWYS. THE RWY (20L) HAD BEEN PLOWED BUT STILL HAD SOME STANDING WATER AND SLUSH. THE TEMP IN NASHVILLE WAS 38 DEGS WITH LIGHT RAIN. ON THE TKOF ROLL; JUST BEFORE VR; THE ACFT ENCOUNTERED A LARGE PUDDLE. AFTER TKOF; THE CREW LEFT THE GEAR DOWN IN ORDER TO BLOW OFF ANY SLUSH AND THE CREW ALSO TURNED OFF THE ANTI-SKID AND PUMPED THE BRAKES IN ORDER TO BREAK FREE ANY ICE BEFORE BRINGING THE LNDG GEAR UP. HOWEVER; UPON LNDG; THE WHEELS AND/OR BRAKES WERE APPARENTLY FROZEN. THUS; THE ACFT SKIDDED TO A STOP CAUSING THE L MAIN TIRES TO BLOW AND FLAT SPOTTING THE R MAIN TIRES. I BELIEVE THAT THIS SIT COULD HAVE BEEN PREVENTED IF THE RAMPS AND TXWYS HAD BEEN PLOWED OR IF A DEICING/ANTI-ICING AGENT HAD BEEN USED ON THE WHEELS. TO MY KNOWLEDGE; THERE IS NOT AN ANTI-ICE AGENT APPROVED FOR USE ON LEARJET WHEELS. ADDITIONALLY; IF THE ACFT HAD BEEN EQUIPPED WITH HEATED WHEEL WELLS; THIS INCIDENT WOULDN'T HAVE OCCURRED. THE LEAR 35'S AND 55'S HAVE HEATED WELLS (THE ACFT FLOWN WAS A LEAR 25D). FINALLY; THE CREW COULD HAVE CYCLED THE LNDG GEAR SEVERAL TIMES HOPING TO BREAK LOOSE AND SLING OFF ANY CONTAMINATE.
