PITTS LANDED ON OCCUPIED RWY OVER THE TOP OF BE76 IN POS. LTSS. SYS ERROR. PLTDEV.
ON FEB/MON/94; A RWY INCURSION OCCURRED. AFTER CLRING A CHEROKEE FOR A STOP AND GO; A PITTS CALLED INBOUND AND I TOLD THE PITTS TO RPT A 5 MI FINAL FOR A STRAIGHT IN APCH TO RWY 32. THE PITTS THEN RPTED A 5 MI FINAL. THE CHEROKEE WAS ON SHORT FINAL AND THE PITTS WAS CLRED TO LAND. A DUTCHESS/BE76 RPTED READY FOR TKOF. THE BE76 WAS PUT INTO POS AND HOLD WHEN THE PA28 PASSED THE THRESHOLD. AN IFR MOONEY CALLED INBOUND AND WAS SEQUENCED BEHIND THE PITTS AND A GRUMMAN (AA5) ENTERING THE DOWNWIND WAS SEQUENCED BEHIND THE MOONEY. AS SOON AS THIS WAS DONE; A FLT OF 2 MARCHETTIS CALLED WITH A LENGTHY REQUEST FOR HOLDING 1 TO 1 1/2 MI N OF FRG ARPT THEN WHEN READY TO EXECUTE A LOW APCH TO RWY 19 WITH A L TURN OUT TO ENTER THE L DOWNWIND TO LAND RWY 19. I TOLD THE MARCHETTIS TO PROCEED AS REQUESTED AND TO MAINTAIN 2000 FT. THE PLT CAME BACK AND ASKED FOR 3000 FT. I PROCEEDED TO TELL THE MARCHETTI THAT 3000 FT WOULD MEAN A POINTOUT TO NEW YORK APCH CTL. THE PLT HAD THEN ASKED FOR MAX ALT WITHOUT A POINTOUT. ADVISE THE PLT TO MAINTAIN 2500 FT AND VERIFIED THE ACFT WOULD HOLD 1 TO 1 1/2 MI N. THE NEXT XMISSION WAS THE BE76 RPTED AN ACFT OVERHEAD. THE ACFT WAS THE PITTS. PITTS LANDED 1500 FT BEYOND THE BE76. THIS COULD HAVE BEEN AVOIDED IF I DIDN'T LET THE MARCHETTI FLT DISTRACT ME WHEN THE PITTS WAS ON A 3 MI FINAL WITH AN ACFT IN POS. AS USUAL HINDSIGHT IS 20/20. THE MARCHETTI FLT SHOULD HAVE BEEN TOLD TO STANDBY WHILE THE CONFLICT WAS TAKEN CARE OF OR THE BE76 SHOULD HAVE BEEN TOLD TO HOLD SHORT FOR LNDG TFC; OR ANY NUMBER OF OTHER SOLUTIONS.
