Synopsis

A SHERIFF'S CAR HIT A TAXIING ACFT.

Narrative

AFTER RETURNING FROM A NORMAL TRAINING FLT; THE INSTRUCTOR AND STUDENT TAXIED THE AIRPLANE TO THE FUEL STOP. AFTER REFUELING; THE AIRPLANE WAS CLRED TO TAXI FROM THE FUEL STOP TO THE RAMP. POS LIGHTS; ANTI- COLLISION LIGHT; STROBE LIGHTS; AND TAXI LIGHTS WERE ON. THIS WAS CONFIRMED BY THE LINEMAN; A. 2 ADDITIONAL LINE PERSONNEL WERE PARKING A KING AIR AND COULD VERIFY ALL LIGHTS ON. ALSO; THE TWR COULD VERIFY ALL LIGHTS ON. THE TIME AT THE FUEL STOP IS ABOUT XA50 PM. POLICE VERIFIED WITH TWR THAT LIGHTS WERE ON. THE AIRPLANE EXITED THE FUEL STOP AND PROCEEDED ON TXWY B. AS THE AIRPLANE WAS APCHING TXWY N; THE THROTTLE WAS BROUGHT TO IDLE AND LIGHT BRAKING WAS APPLIED TO PREPARE FOR THE TURN ONTO TXWY N WHICH LEADS INTO THE RAMP. THE AIRPLANE WAS TAXIING AT A VERY SLOW SPD DUE TO NIGHT; RAIN AND THE TURN. AFTER THE TURN WAS COMPLETED; THE AIRPLANE WAS STRUCK BY A SQUAD CAR. ACCORDING TO AN EYE WITNESS; B; THE LIGHTS OF THE AIRPLANE WERE ON AND ONLY THE PARKING LIGHTS OF THE SQUAD CAR WERE ON. AFTER THE CAR HIT THE AIRPLANE; THE AIRPLANE WAS FORCED OFF THE TXWY CTRLINE APPROX 10 FT AND WAS TURNED APPROX 90 DEGS. THE AIRPLANE ENG CAME TO AN IMMEDIATE STOP AND THE PROP WAS BENT. THERE WERE NO INJURIES. VISIBLE DAMAGE IS TO THE PROP. THERE WERE NO INDICATIONS THAT THE CAR EITHER SAW THE ACFT OR BRAKED. THE DRIVER OF THE SQUAD CAR WAS OFFICER C. ACCORDING TO SGT. D OF THE SHERIFF'S OFFICE; THIS INCIDENT WILL BE CLASSIFIED AS A TFC ACCIDENT. SGT. D IS THE INVESTIGATING OFFICER. SGT. D COMMENTED: 1) OFFICER C WAS NOT SUPPOSED TO BE ON THE RAMP. 2) OFFICER C IS AN ATP AND THAT IS WHY HE WAS PROBABLY ON THE RAMP. 3) ACFT HAVE RIGHT-OF-WAY ON RAMP. 4) ACFT WAS TO THE R AND; EVEN IF IT WERE A CAR; IT WOULD HAVE RIGHT-OF-WAY. 5) COMMENTED NO QUESTION WHO IS AT FAULT FOR THE ABOVE REASONS. BECAUSE A SHERIFF'S OFFICER WAS INVOLVED; HOMICIDE DETECTIVE E WAS ALSO ASSIGNED TO THE CASE. HIS COMMENT WAS: NO QUESTION WHO WAS AT FAULT; THE SHERIFF'S FAULT; THERE WOULD BE NO CHARGES AND/OR FINES BROUGHT AGAINST THE PLTS AND HIS ONLY QUESTION WAS WHAT FORM TO USE.
