PARKED SMT HAS 767 WING PASS OVER HEAD ON PUSHBACK.

Narrative

AFTER DEPLANING MY PAX FROM A COMMUTER FLT FROM SARASOTA TO FLL; I WAS ABOUT TO REPOSITION MY ACFT FROM THE COMMUTER RAMP TO THE HANGAR WHERE I GOT TRAPPED IN A PUSHBACK OF AN ACR B-767. EVEN THOUGH BEFORE I HAD STARTED UP I HAD ADVISED THE GND CREW WINGMAN TO HOLD ONE MOMENT AND I WILL GET OUT OF THEIR WAY; BUT HE CHOSE TO DISREGARD MY REQUEST. AS A RESULT; IN THIS INCIDENT; THE WINGS OF B-767 JET BEING PUSHED BACK COMPLETELY WENT OVER MY CESSNA 402 ACFT AND GND CREW OF THE JET BEING EXTREMELY CLOSE TO MY ACFT'S RUNNING PROP. AT FLL COMMUTER RAMP IS LOCATED AT THE END OF CONCOURSE IN TERMINAL. IN ORDER TO REACH THERE; COMMUTER ACFT TAXI PASS BY ACR ACFT PARKED IN CONCOURSES. ACR PARKING HAS A RED CONTAINMENT LINE; WHICH CANNOT BE CROSSED BY COMMUTER ACFT AT ANY TIME. HOWEVER; PUSHBACK CALLS ARE NOT MANDATORY AT FLL; OFTEN COMMUTER ACFT FIND THEMSELVES TRAPPED IN THE MIDDLE OF ACR'S PUSHBACK; EVEN THOUGH THEY HAVE 'TAXI TO' CLRNC FROM THE GND CTL. (PORTIONS OF CONCOURSE IS NOT VISIBLE FROM THE CTL TWR.) THEY ARE FORCED TO TAKE EVASIVE ACTION AROUND THE ACR ACFT AND THEIR GND EQUIP AND GND CREW. THIS IS AN ONGOING PROB DUE TO POOR CONSTRUCTION DESIGN FROM 1985 CONSTRUCTION OF TERMINAL. I AM WELL FAMILIAR WITH THIS PROB; BECAUSE I HAVE BEEN A COMMUTER CAPT AT FLL IN THE PAST 13 YRS. THIS ISSUE HAS BEEN ADDRESSED TO THE FAA (FSDO-17) BUT THEY DO NOT HAVE A SOLUTION TO THIS PROB YET. INSTEAD THE SIT BECAME WORSE IN THE PAST 2 YRS. ARPT HAS TAKEN A FEW HUNDRED FT FROM THE ORIGINAL COMMUTER RAMP AND ASSIGNED IT TO SOME CONSTRUCTION COMPANY TO PARK THEIR TRAILERS DESPITE THE INCREASE OF COMMUTER ACFT TFC. MY RECOMMENDATIONS TO SOLVE THIS PROB AT LEAST TEMPORARILY ARE: 1) REMOVE THE CONSTRUCTION TRAILERS FROM THE COMMUTER RAMP AREA TO AN ALMOST VACANT AREA SO CALLED TRAILER CITY (REF TO FLL SIDA TRAINING TAPE). 2) ASSIGN ACRS WITH SMALLER ACFT SUCH AS DASH 7; DASH 8; DC-9; ETC; TO GATES. 3) PUSH BACK CALLS TO FLL GND CTL FOR ABOVE GATES SHOULD BE MANDATORY. 4) GND CREW OF ACR ACFT UNDER TOW; SHOULD COMMUNICATE WITH THE PLT OF COMMUTER ACFT IN THEIR VICINITY THROUGH HAND SIGNAL MARSHALLING; ETC; AND PUSHBACK IN A MANNER THAT THEY DO NOT BLOCK THE TXWY.
