Synopsis

LTSS WITH TCASII TA BTWN A B-767 AND AN IL-62 ON A-699.

Narrative

ACR X ON THE CARIBBEAN PORTION OF A MIA DIRECT LHR FLT ENCOUNTERED AT FL290 AN OPPOSITE DIRECTION ACR Y AT THE SAME ALT. IMMEDIATELY AFTER A TCASII TA; THE CAPT DISENGAGED THE AUTOPLT AND BANKED R AND CLBED APPROX 400 FT. TCASII DISPLAY INDICATED ACR Y (IL-62) DSNDED APPROX 10000. THE FO TURNED ON THE LNDG LIGHTS AND A VISUAL SIGHTING WAS MADE BY ALL 3 PLTS IN THE COCKPIT OF ACR X. NY RADIO ARINC WAS NOTIFIED BY US OF THE TFC CONFLICT ON HIGH FREQ RADIO. WE WERE INFORMED BY NY ATC VIA NY ARINC ACR Y WAS SUPPOSED TO BE AT FL280. OUR TCASII INDICATION PLUS OUR VISUAL SIGHTING REVEALED ACR Y WAS AT FL290 AND NOT FL280. SUPPLEMENTAL INFO FROM ACN 264509: CAPT WHO WAS THE PF DISENGAGED THE AUTOPLT; BANKED R AND CLBED APPROX 400 FT. TCASII SHOWED THE TFC DSNDED APPROX 1000 FT. AFTER THE CONFLICT WAS RESOLVED THE CAPT RETURNED THE ACFT TO ASSIGNED COURSE AND ALT. THE FO NOTIFIED NY ARINC WITH OUR POS RPT. AFTER CHKING WITH NY OCEANIC; NY ARINC INFORMED US THAT THE TFC WAS ACR Y; AN IL-62; ASSIGNED TO FL280. WHEN NY ARINC CONTACTED ACR Y; THEY FIRST DENIED SEEING US AND THEN CONFIRMED THEY HAD SEEN US. THE TCASII INDICATED ACR Y WAS INITIALLY AT FL290 VERSUS THEIR ASSIGNED FL280.
