SMA X HAD NMAC WITH ATX Y IN ATA. EVASIVE ACTION TURN. SEE AND AVOID CONCEPT.

Narrative

SMA X; A CESSNA 172; WAS IN R CLOSED TFC TO RWY 24. ATX Y; A BA31; WAS ON FINAL FOR RWY 24. X MADE A 360 DEG TURN ON DOWNWIND FOR SPACING. X RPTED BACK ON DOWNWIND AND WAS INSTRUCTED TO FOLLOW THE BA31 ON 2 MI FINAL AND TOLD TO ADVISE WHEN X HAD THE TFC IN SIGHT. X SAID 'NEGATIVE.' THEN Y SAID HE HAD TFC COMING AT HIM. I ASKED X IF SHE WAS STILL ON THE DOWNWIND. SHE SAID AFFIRMATIVE. Y WAS TOLD THE CESSNA WILL FOLLOW HIM AND Y SAID THE CESSNA WAS NOT ON DOWNWIND; BUT OPPOSITE DIRECTION ON THE FINAL. I BELIEVE WHEN X CAME OUT OF THE 360 DEG TURN BACK TO DOWNWIND WAS TOO CLOSE TO THE FINAL THE RWY. X WAS A STUDENT PLT IN TOUGH-AND-GO PATTERN. SUPPLEMENTAL INFO FROM ACN 266636: I AM A STUDENT PLT AND WAS ON MY SECOND UNSUPERVISED SOLO. I WAS ON MY DOWNWIND LEG FOR RWY 24. THE TWR TOLD ME TO DO A L 360 DEG TURN; WHICH I DID. I WAS ON AN EXTENDED DOWNWIND; I DIDN'T HAVE A GND REF TO BASE MY DISTANCE ON. I NOTICED I WAS DRIFTING AND CORRECTED; BUT ONLY TO FIND THAT I DRIFTED ANYHOW. I LOOKED UP AND SAW ANOTHER ACFT AND HEARD HIM CALL THE TWR. AT THIS TIME I PROCEEDED TO CORRECT THE SIT. I FEEL THAT THIS WAS NOT THAT HAZARDOUS OF A SIT BECAUSE I HAD THE TIME AND ROOM TO CORRECT THE SIT.
