ACR X NON ADHERENCE TO ATC INSTRUCTION CLRNC UNAUTH RWY ENTRY HAD LTSS FROM ACR Y TKOF. RWY INCURSION.
ACR X FK10 HAD JUST LANDED ON RWY 9 AND A WESTWIND WAS TAXIED INTO POS TO HOLD. THE FK10 WAS TOLD TO TURN L ON RWY 18 OR TXWY B. X TURNED R ON TXWY B. X WAS THEN TOLD TO TURN R (TXWY C) AND CROSS RWY 18 ON TXWY C. THE WESTWIND WAS THEN CLRED FOR TKOF RWY 9. X WAS IN THE PROCESS OF XING RWY 18 AND WAS THEN TOLD TO MAKE FIRST R TURN (TXWY C2) AND HOLD SHORT OF RWY 9. 'ROGERS.' A B757 WAS THEN TOLD TO TAXI INTO POS AND HOLD RWY 9. I HAD TURNED FROM X TO MAKE SURE THE WESTWIND WAS CLR FOR THE B757 TO GO INTO POS. ALSO I WAS SEARCHING FOR A KING AIR WHO WAS CLRED TO LAND RWY 9 ON ABOUT A 5 MI FINAL. WHEN I TURNED BACK TO X HE HAD JUST FINISHED XING RWY 9 ON RWY 18. THE WESTWIND WAS JUST AIRBORNE 2000 FT FROM THE INTXN OF RWY 18. NEITHER PLT SAID ANYTHING AND I HAD THE FLT DIRECTOR/CLRNC DELIVERY CTLR ADVISE THE SUPVR. CONTRIBUTING FACTORS INCLUDE A NEW TERMINAL BUILDING HAS BEEN OPEN FOR A MONTH IN THE NW QUADRANT OF THE ARPT AND IS NOT ON THE PLT'S CHARTS. GND AND LCL POS WERE COMBINED AND IT IS IMPOSSIBLE TO WATCH THE APCH END OF RWY 9 AND THE TXWYS. WITH A KING AIR ON A 7 MI FINAL; FK10 ROLLING OUT AND 2 DEPS TO GET OUT PRIOR TO THE ARR THE FREQS WERE CONGESTED. THE X CREW DIDN'T TURN L AS TOLD INITIALLY. THEN THEY DIDN'T FINISH XING RWY 18 BUT TURNED ON IT. IF THE X HAD TURNED AT TXWY C2 THE WESTWIND WOULD HAVE PASSED THAT INTXN. SUPPLEMENTAL INFO FROM ACN 273249: X EXITED ON TXWY B TO THE R. THE TWR THEN INSTRUCTED US TO TURN R ON TXWY C THEN R AGAIN ON RWY 18/36 TO THE GATE VIA TXWYS E AND A. THIS IS HOW ME AND MY FO UNDERSTOOD THE INSTRUCTIONS ANYWAY. APPARENTLY ON ROLLOUT WE HAD BEEN TOLD TO EXIT THE RWY TO THE L; WHICH I DID NOT HEAR. A NEW TERMINAL BUILDING HAD JUST OPENED ON THE N SIDE OF THE FIELD. OUT OF HABIT; I HEADED TO THE OLD TERMINAL ON THE S SIDE OF THE FIELD; WHICH WAS NOT IN USE. IT IS DIFFICULT TO UNDERSTAND A CLRNC GIVEN ON LNDG ROLLOUT; AS THE ENGS ARE IN REVERSE; BRAKES BEING APPLIED AND THE NOISE LEVEL IS HIGHER THAN NORMAL. THAT IS WHY I DID NOT HEAR INSTRUCTIONS TO TURN L OFF THE RWY. SUPPLEMENTAL INFO FROM ACN 273251: X WAS CLRED BY TWR TO TAXI TO THE RAMP BY EITHER RWY 36 OR TXWY B. X TURNED R OFF RWY 9 ONTO RWY 36/18. WE WERE THEN RECLRED BY TWR TO TURN R ON TXWY C; R ON TXWY C2 AND HOLD SHORT OF RWY 9. WE WERE SUBSEQUENTLY CLRED TO CROSS RWY 9 AND TAXI TO THE RAMP.
