ACR X TCASII TA RA HAD NMAC WITH VFR Y. EVASIVE ACTION TAKEN. SEE AND AVOID CONCEPT.
UPON VISUAL DSCNT INTO PSP; THE APCH CTLR CLRED ACR X FOR A VISUAL APCH TO PSP. I ASKED IF THERE WAS ANY INBOUND TFC TO PSP; HE RESPONDED WITH; 'I HAVE A MALIBU INBOUND FROM THE W I'VE TURNED TO THE N TO AVOID YOU.' THE CAPT BEGAN OUR VISUAL APCH. SOON WE RECEIVED A TCASII 'TFC;' THEN A 'CLB; CLB.' MY VIEW OF THE TCASII DISPLAY WAS 1 MI; DEAD AHEAD 400 FT BELOW; AT WHICH TIME I SAW THE MALIBU PASS UNDER US L TO R. DURING THIS SHORT PERIOD THE MALIBU PLT SAID; 'HEY; WHAT'S THAT JET GOING TO DO ANYWAY?' THIS WAS THE FIRST TIME THE APCH CTLR REALIZED THERE WAS A CONFLICT AND MENTIONED THE TFC TO US. SUPPLEMENTAL INFO FROM ACN 273066: X DID NOT VISUALLY ACQUIRE THE TFC; ALTHOUGH HE WAS SHOWN AS TFC ON OUR TCASII. WE INITIATED A DSNDING R TURN TO BASE FROM OUR DOWNWIND ALT OF 6000 FT OR 7000 FT. TFC WAS INSTRUCTED TO TURN WBOUND AND HAD VISUALLY ACQUIRED US. AS WE CONTINUED OUR R TURN; THE TFC TRAJECTORY ON TCASII WAS GOING TO PASS ACROSS OUR NOSE. AS WE PASSED THROUGH 5000 FT WE INITIATED A LEVELOFF WITH THE TCASII DISPLAYING ONLY A 200 FT DIFFERENTIAL IN OUR RESPECTIVE ALTS. WE CONTINUED TO TRANSITION INTO A CLB SIMULTANEOUSLY WITH THE TCASII TRANSITIONING FROM A TA TO AN RA. AT THAT POINT; AS WE WERE ALREADY IN A CLB; WE COMPLIED WITH THE RA.
