MIA TWR NON COMPLIANCE WITH CTLR HANDBOOK PROCS.
OVER THE PAST FEW MONTHS THERE HAS BEEN A TREND WITH INCREASING FREQ OF NON-COMPLIANCE WITH SOPS BY LCL CTL. SPECIFICALLY -- ON SEVERAL OCCASIONS WE HAVE BEEN INSTRUCTED TO 'PULL UP OVER THE HOLD SHORT LINE' WHEN #1 ACFT FOR TKOF TO MAKE ROOM FOR ACFT ON THE TXWY. THIS HAPPENED TWICE AFTER DARK. ADDITIONALLY -- ON A NUMBER OF OCCASIONS WE HAVE BEEN CLRED FOR TKOF WITH SIMULTANEOUS OPS ON INTERSECTING RWYS WITH TFC JUST PRIOR TO LNDG -- WITHOUT BEING ADVISED OF CONVERGING TFC AS REQUIRED BY THE CTLRS HANDBOOK AND THE AIM. AND LAST -- AND I AM NOT CERTAIN OF REQUIREMENTS PUBLISHED; BUT I UNDERSTOOD THAT EXTENDED/POS AND HOLD/CLRNCS AFTER DARK ARE NOT TO BE ASSIGNED. WHILE MOST OF THE CTLRS DO A FINE JOB AND I UNDERSTAND THAT NEWER CTLRS NEED TO ASSIMILATE THEIR SKILLS ON THE JOB -- THE FACT THAT THESE 3 ITEMS SEEM TO BE NOT A 1-TIME OCCURRENCE SUGGEST THAT THESE SPECIFIC ITEMS MAY NEED TO BE ADDRESSED FOR ALL PERSONNEL. PERHAPS THE MOST AVOIDABLE AND POTENTIALLY CATASTROPHIC ACCIDENTS ARE DUE TO RWY INCURSIONS AND WHEN THE LEVELS OF SAFEGUARDS AND CHKS AND BALS ARE DIMINISHING JUST ONE STEP CLOSER TO AN INCIDENT. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: RPTR STATED HE IS PURSUING THIS MATTER THROUGH HIS CHIEF PLT AND COMPANY ATC REP. RPTR WAS ADVISED TO CALL THE FACILITY SUPVR OR MGR SO THE NON COMPLIANCE WITH CTLR HANDBOOK COULD BE INVESTIGATED. RPTR SAID MIA ARPT TXWY MARKINGS ARE NOT STANDARD. RPTR ADVISED TO SEND ASRS A RPT.
