SMT ENTERS TEMP RESTR AREA.

Narrative

I WAS FLYING INTO HTO FROM THE E. I HAD MINIMUM FUEL ABOARD DUE TO A BROKEN FUEL TRUCK AT MY HOME BASE. CONDITIONS WERE MARGINAL BUT SUITABLE FOR VFR AND RATHER THAN TAKE THE TIME FOR THE IFR APCH AND PROBABLE DELAYS (I LISTENED LONG ENOUGH TO APCH TO KNOW); I DECIDED TO CANCEL AND GO IN VFR. I CALLED ON UNICOM ABOUT 8 NM OUT FOR ADVISORIES AND THE ARPT MGR TOLD ME ABOUT A TEMPORARY FLT RESTR IN THE AREA THAT I FOUND MYSELF VERY CLOSE TO OR INSIDE OF. I CHKED MY NOTAMS PRIOR TO DEP VIA DUATS BUT NEGLECTED TO CHK THE FDC NOTAMS. I IMMEDIATELY EXITED THE AREA AND MANEUVERED TO THE E AND NE OF THE ARPT TO AVOID THE RESTR AREA. WHEN I LANDED I REVIEWED THE NOTAM WITH THE ARPT MGR AND DISCOVERED IT WAS IN EFFECT BECAUSE THE VICE-PRESIDENT WAS IN TOWN (AND NEXT WK THE PRESIDENT IS COMING TO MY HOME BASE MVY)! BOY; I CAN HARDLY WAIT FOR 1996. ONE CONTRIBUTING FACTOR MAY BE THE DUATS SYS OF NOTAMS. I NOTICE THAT SOME FLT RESTRS ARE PUBLISHED IN THE REGULAR NOTAMS (NO) WHILE OTHERS ARE PUBLISHED IN THE FLT DATA CTR NOTAMS. SOME SORT OF CONSOLIDATION OR REORGANIZATION OF THE PRESENTATION OF THE DATA WOULD HELP. DATA IS USELESS UNLESS IT IS PRESENTED IN A USEABLE FORM. PLEASE SEE THE ATTACHED DUATS PRINTOUTS AS EXAMPLES.
