ATIS FREQ CHANGED ABRUPTLY DUE TO BLEED OVER WITH AN APCH CTL. ONLY NOTAM L ISSUED.
THE ATIS FREQ AT THE YNG ARPT CHANGED FROM 119.75 TO 123.75. THIS CHANGE WAS MADE BECAUSE OF BLEED OVER ON A NEIGHBORING APCH CTLS APCH FREQ. HTS APCH WAS THE APCH CTL INVOLVED. THIS CHANGE WAS RATHER ABRUPT AND DID NOT MAKE IT INTO THE AUG/XX/94 REVISION TO THE TPP. THE PROB IS NOT THE CHANGE. I UNDERSTAND THE NEED FOR AN IMMEDIATE CHANGE. THE PROB IS THE CLE AFSS REFUSED TO ISSUE EITHER A NOTAM D OR A FDC NOTAM. THEY STATED THAT THEY WERE ONLY REQUIRED TO ISSUE A NOTAM L. SINCE THAT TIME SEVERAL CONVERSATIONS ABOUT THE FREQ HAVE OCCURRED. THE ATIS IS CAUSING SEVERE FREQ CONGESTION; SOMETHING IT WAS DESIGNED TO ALLEVIATE. WORKING COMBINED POSITIONS WITH 3 PRIMARY FREQS IS CONGESTED ENOUGH FOR A CTLR LET ALONE HAVING TO EXPLAIN THE REASON FOR THE ATIS FREQ BEING CHANGED AND THE NOTAM PROCS. DURING THIS SESSION ON RADAR; I HAD NO LESS THAN 8 CONVERSATIONS ABOUT THE CHANGE. 1 INVOLVED A LR35 PLT ON A CHK RIDE; 3 COMMUTERS; 3 GA; AND 1 ACR. SEVERAL ACFT WERE REQUIRING DSCNT TO ACCOMMODATE NEIGHBORING APCH CTLS AND THE FREQ CONGESTION WAS ALMOST UNBEARABLE. THIS IS FLAT OUT DANGEROUS. WHEN THIS SIT WAS ELEVATED THROUGH THE HUB; REGION; AND FINALLY NATIONAL LEVELS THERE WAS NO SUPPORT. 'NOTHING CAN BE DONE.' A CHANGE NEEDS TO BE MADE IN THE WAY NOTAMS ARE ISSUED/CLASSIFIED. IF A FACILITY BEING EFFECTED BY THE NOTAM REQUESTS DISTANT NOTIFICATION IT SHOULD BE DONE.
