Synopsis

SPACING ON THE FINAL APCH INADEQUATE FOR WET RWY OPS: ACFT CANNOT EXIT THE RWY IN A TIMELY MANNER.

Narrative

WHILE ON ILS RWY 14R APCH; WITH RAIN; INTO ORD WE NOTICED THAT APCH CTL FREQ WAS VERY BUSY. WE WERE TURNED TO INTERCEPT ILS RWY 14R FROM A R BASE AND TOLD TO KEEP THE SPD UP UNTIL THE MARKER. AT THIS POINT WE NOTICED THE SPACING BTWN US AND THE PRECEDING ACFT WAS VERY CLOSE AND THAT THE PRECEDING ACFT WAS ALREADY STARTING TO 'S TURN' AS WELL AND LISTENED AS ORD TWR URGED THE ACFT AHEAD OF US TO TAKE THE NEXT HIGH SPD EXIT AS WE WERE CLOSE BEHIND. THE PRECEDING ACFT WAS NOT ABLE TO TAKE THE EXIT AS REQUESTED BY ORD TWR BECAUSE OF THE WET RWYS AND BARELY EXITED BEFORE WE TOUCHED DOWN. NO SOONER HAD WE TOUCHED DOWN THAN ORD TWR STARTED HARANGUING US TO TURN OFF AT THE NEXT HIGH SPD EXIT AS THERE WAS AN ACFT CLOSE BEHIND US. WITH THE WET RWY THIS WAS NOT POSSIBLE AS BRAKING WAS POOR AND WE BARELY EXITED THE RWY BEFORE THE FOLLOWING ACFT TOUCHED DOWN. THE WHOLE POINT OF THIS RPT IS THAT ORD WAS TRYING TO ACCOMMODATE TOO MANY ACFT WITH THE EXISTING WX CONDITIONS; ACFT SPACING WAS TOO CLOSE. ONCE ON THE RWY THE URGING BY ORD TWR TO TAKE THE NEXT EXIT COULD HAVE RESULTED IN AN ACFT MISHAP IF COMPLIED WITH. SAFETY FIRST.
