ACR E-120 DEPARTS STATION WITHOUT BEING REFUELED FOR NEXT LEG.

Narrative

ARRIVED IN SBA AND CALLED FOR FUEL. FO WENT INSIDE. CAPT WENT IN CABIN AND HELPED FLT ATTENDANT WITH CABIN AND DISCUSSED HER BRIEFING. PAX STARTED BOARDING. FO AND CAPT WENT INTO COCKPIT AND STARTED TURN AROUND CHKLIST. FLT ATTENDANT BROUGHT UP PAX AND BAGGAGE COUNTS. WE STOPPED THE CHKLIST WHILE THE FO DID THE WT AND BAL. WE STARTED THE CHKLIST BACK UP AGAIN AND WENT THROUGH START/TAXI/TKOF. WE DEPARTED SBA FOR SFO. CLBED OUT AND LEVELED AT FL220; THEN I NOTICED THAT THE FUEL TOTALIZER WAS AT 870 LBS. WE DECIDED WHERE TO GO AND TOLD CTR WE WERE CHANGING OUR DEST TO SBP AND CALLED OUR COMPANY. WE LANDED; REFUELED; AND REFILED OUR FLT PLAN AND CALLED DISPATCH AND CHIEF PLT; THEN DID NEW WT AND BAL AND LEFT FOR SFO. I THINK THAT WE RESTARTED THE CHKLIST IN THE WRONG PLACE. THERE NEEDS TO BE A WAY TO MARK WHERE YOU STOPPED THE CHKLIST; OR DON'T EVER STOP IT; OR REDO THE WHOLE CHK IF YOU ARE STOPPED. THE PREVIOUS ROUND TRIP WAS FUELED FOR A ROUND TRIP; THIS ONE WAS NOT. IT WAS A QUICK TURN AROUND; 15 MINS. 1 PERSON SHOULD SUPERVISE THE FUELING. SUPPLEMENTAL INFO FROM ACN 283202: AFTER LNDG PREVIOUS LEG I OBTAINED A CLRNC FOR THE NEXT FLT. I ASKED THE CAPT FOR THE FUEL LOAD AND DEPLANED TO ASK THE STATION AGENT TO CALL THE FUEL TRUCK. I WALKED INTO THE TERMINAL WITH THE STATION AGENT. THERE; I USED THE RESTROOM AND WENT TO THE SNACK COUNTER; RETURNING TO THE PLANE ABOUT 10 MINS LATER AS PAX WERE BOARDING. WE FOLLOWED NORMAL PROCS AND DEPARTED. THE CAPT BELIEVES THAT WE WERE INTERRUPTED IN OUR CHKLIST BY GND PERSONNEL WITH ADDITIONAL LOADING INFO AND MAY HAVE RESTARTED IN THE WRONG PLACE. THE CHKLIST SHOULD REQUIRE BOTH CREW MEMBERS TO STATE THE ACTUAL FUEL LOAD BEFORE START. I MADE THE ERRONEOUS ASSUMPTION THAT; SINCE THE CAPT AND FLT ATTENDANT REMAINED ON BOARD AND HADN'T TOLD ME OTHERWISE; THE FUEL TRUCK HAD BEEN AND GONE WHILE I WAS IN THE TERMINAL. THE CAPT MENTIONED THAT HE WAS GOING THROUGH MARITAL PROBS AND MAY NOT HAVE HAD SUFFICIENT SLEEP THE NIGHT BEFORE; WHICH MAY HAVE AFFECTED HIS PERFORMANCE.
