A PLT OBS TRIES TO COMPLAIN ABOUT AN ACR'S DOWNWIND LNDG PROC.
THIS PLT'S ATTN WAS CALLED TO AN ACR METROLINER LNDG DOWNWIND IN AN APPROX 5-7 MPH WIND WHILE OTHER ACFT WERE IN THE NORMAL 'UPWIND LNDG' PATTERN. THIS PLT WALKED FROM THE FBO RAMP TO THE COMMERCIAL RAMP AREA; INTENDING TO TALK TO THE ACR PLT ABOUT THE 'DOWNWIND' LNDG IN LIGHT OF A PREVIOUS EVENT 2 DAYS PRIOR WHEN ANOTHER ACR ACFT LANDED DOWNWIND. THE ACR PLT BECAME VERY GRUFF AND OVERBEARING; DECLARING HE COULD 'LAND ANY WAY HE WISHED AT AN UNCTLED FIELD.' AT THAT TIME; THIS PLT LEFT THE AREA. NOTE: ACR OFTEN MAKES VERY LONG 'STRAIGHT IN' AND DOWNWIND LNDGS AT THIS FIELD. THIS PLT WAS ATTEMPTING TO EASE WHAT HE THOUGHT TO BE A POSSIBLY DANGEROUS SIT. THE ACR PLTS IMMEDIATE BELLIGERENT AND LOUD REACTION SHOWED THAT NO GOOD COULD COME FROM THE DISCUSSION ATTEMPTED; SO HE MADE THE CHOICE TO WITHDRAW. THIS PLT FILES THIS RPT OF HIS POSSIBLE INTRUSION TO A COMMERCIAL RAMP TO PUT THE DETAILS ON RECORD. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: THE RPTR HAS MADE MENTION OF THIS PROB TO THE FSDO WITH SOME SYMPATHY AND UNDERSTANDING; BUT NO KNOWN ACTION TO THIS DATE. ALLEGEDLY; THE ARPT MGR 'IS IN THE POCKET' OF THE ACR AND REFUSES TO DO ANYTHING. OTHER PLTS HAVE COMPLAINED TO THE FSDO AND SENT RPTS TO THE ASRS. THE RPTR IS NOW AWARE OF THE FAA SAFETY HOTLINE AND WILL USE IT. THE RPTR WAS ADVISED THAT THE ASRS CANNOT; BY CHARTER; GO DIRECTLY TO THE ACR.
