NMAC IN PROX OF SPECIAL INTEREST.
ON THURSDAY MORNING I WAS PLTING A CESSNA CITATION V FROM KRAC TO KBMI. THE WX WAS CAVU. WE HAD BEEN ALERTED BY ATIS AND THE TWR THAT WE COULD EXPECT NUMEROUS LIGHT AIRPLANES IN THE AREA WHO WERE FLYING IN TO ATTEND A FARM EQUIP SHOW. WE WERE GIVEN INSTRUCTIONS TO LAND. HE APPARENTLY GAVE AN ERRONEOUS POS RPT BECAUSE WHEN THE TWR TOLD HIM TO TURN R AND FOLLOW US IN; HE TURNED R INTO US. AT THE TIME; WE HAD JUST CROSSED THE FAF AND WERE LEAVING 3000 FT ON THE ILS. MY FO SAW THE CESSNA 180 COMING ACROSS OUR PATH; AT OUR ALT; AND I SAW IT ABOUT THE SAME TIME. AT THIS POINT; WE WOULD BOTH CONCUR THAT WE WERE NOT MORE THAN 15-30 SECONDS FROM IMPACT. I MADE A HARD R; DIVING TURN AND MANAGED TO AVOID THE OTHER ACFT. THE PLT APPEARED NOT TO HAVE CHANGED EITHER HIS ALT OR DIRECTION. IT'S POSSIBLE HE DIDN'T EVEN SEE US. THE TWR OBSERVED ALL OF THIS AND GAVE US A 360 TURN TO THE R AND CLRNC TO LAND; WHICH I DID. AFTER LNDG I ATTEMPTED TO LOCATE THE OTHER PLT BUT HE HAD ALREADY LEFT FOR THE FARM SHOW. I THEN CALLED THE TWR AND THEY CONFIRMED THAT HE DID NOT FOLLOW THEIR INSTRUCTIONS AND THEREFORE TURNED INTO OUR PATH OF FLT. I MADE A CALL TO THE FAA IN SPRINGFIELD AND SUGGESTED I HAVE THE TWR INITIATE A FORMAL PROTEST. I HAVE DONE THIS AND WILL WAIT FOR THE RESULTS. IT APPEARS TO ME THAT THE PLT OF THE CESSNA 180 WAS DISORIENTED OR JUST NOT PAYING ATTN. I SAY THIS BECAUSE THE FARM SHOW TO WHICH HE WAS GOING; COULD EASILY BE SEEN FROM OUR VANTAGE POINT AND HE MAY NOT HAVE NOT BEEN PAYING ATTN TO HIS RESPONSIBILITIES AS PLT.
