NMAC BTWN UGA X PA-31/R AND UNKNOWN ACFT MWK TO TYS. UGA X DEPARTED MWK VFR AND REQUESTED CLRNC FROM GSO APCH. GSO UNABLE TO ISSUE CLRNC DUE TO CONFLICT WITH MIL FLT (4/F- 15) IN IR-721. GSO HANDED OFF UGA X TO ZTL SECTOR 48 (WILKES) VFR. ZTL ISSUED ALTIMETER AND CALLED TFC ON MIL FLT. UGA X STATED TFC IN SIGHT. UPON LEAVING 6000 FT UGA X WAS ISSUED CLRNC TO TYS. PLT READ BACK CLRNC. CONVERSATION STARTED BY PLT. ASKED 'CAN'T GSO SEE THOSE GUYS.' INFORMED PLT THAT IR-721 IS TERRAIN FOLLOWING AND RADAR COVERAGE INTERMITTENT. ADVISED I COULD NOT SEE MOST OF RTE BUT I WAS PAINTING MIL FLT CURRENTLY AT 2000 FT 30 MI S OF HIS POS. I OBSERVED A TRAILER 10 MIT. AT THIS TIME; UGA X SAID; 'WHO WAS THAT?' I INFORMED UGA X I WAS NOT PAINTING ANY TFC. UGA X ADVISED ACFT 'JUST MISSED US.' I ASKED WHAT ALT THE TFC WAS. HE REPLIED ACFT WENT JUST BEHIND AND BELOW AS HE WAS PASSING 7100 FT MSL. I ASKED WHAT KIND OF ACFT; BUT HE DIDN'T GET A GOOD LOOK. HE STATED 'IT WAS REAL FAST.' 30 SECONDS AFTER NEAR MISS I PAINTED A PRIMARY TARGET FOR 3 UPDATES. TARGET WAS 5 MI OUTSIDE IR-721 AND FAST. I ASSUME IT WAS ONE OF THE 4 F- 15'S. IF IT WAS THE F-15 THAT WAS INVOLVED; HE WAS 15-20 MI OUTSIDE OF IR-721 AND 2000 FT HIGH AT TIME OF NMAC WITHOUT A FUNCTIONING XPONDER. MIL FLT RTE: GSB IR-721 GSB. TIME OF INCIDENT: APPROX XX00Z. THIS IS THE THIRD NMAC I'VE HAD IN ABOUT 8 YRS WORKING THIS AIRSPACE. ALL INVOLVED MIL ACFT POPPING UP FROM TERRAIN FOLLOWING RTES. 2 INCIDENTS INVOLVED NO XPONDER OPERATING.
