GND CREW PULLED WHEEL CHOCKS CAUSING THE ACFT TO ROLL BACK HITTING THE AIRSTAIR WITH THE ACFT CABIN DOOR BREAKING OFF 1 OF THE AIRSTAIR PANELS.

Narrative

WITHOUT ASKING CREW; GND PERSONNEL REMOVED CHOCKS FROM ACFT. ACFT ROLLED BACK APPROX 10-20 FT SHEARING STAIR TRUCK SIDE PANEL OFF. PLTS NOT IN SEATS AT TIME OF MOVEMENT. FO RAN TO FLT DECK AND SET BRAKES. NO DAMAGE TO ACFT AND NO INJURIES TO PERSONS ON GND. NO PAX ON ACFT AT TIME OF INCIDENT. L1 DOOR ON ACFT CHKED BY MAINT; FOUND SAFE FOR FLT. ACFT SCHEDULED FERRY TO JFK OK. ENTRY MADE IN ACFT LOG TO RECHECK DOOR ON ARR JFK; FOUND OK. GND PERSONNEL ARE LESS QUALIFIED TO WORK ON OR NEAR ACFT. THIS HAS BECOME A REAL PROB IN THE LAST FEW YRS. FAA SHOULD CHK TRAINING AND QUALIFICATION OF ALL GND HANDLERS. WE GET A LOT OF DAMAGE AND MANY ARE HURT. THE SIDE OF THE STAIR TRUCK THAT FELL TO GND IS SEVERAL HUNDRED LBS AND IF IT HIT SOMEONE IT WOULD BE FATAL. ALSO OUR ACFT B757 WOULD HAVE ROLLED INTO THE WATER AT EDGE OF ARPT IF CREW HAD NOT APPLIED BRAKES. CHOCKS ARE INSTALLED AT SHUTDOWN AND BRAKES RELEASED AS NORMAL OPERATING PROCS. ACFT WAS ON THE GND APPROX 30 MIN WHEN CHOCKS REMOVED WITH NO WARNING.
