ACR Y NON ADHERENCE TO ATC INSTRUCTION HAD LTSS FROM CPR X.
CPR X DEPARTED RWY 36L AT TUL IFR AND STARTED A CLB TO 2500 FT RWY HDG. ON THE CLBOUT AT THE DEP END OF RWY 36L; THE TWR SAID TO TURN R TO A HDG OF 060 DEGS AND LOOK FOR A DEPARTING 727; Y; MAINTAIN VISUAL SEPARATION AND CAUTION WAKE TURB. DURING THE TURN; MY COPLT SPOTTED THE 727 CLBING OUT ON RWY 36R AND STARTING A TURN TO THE SE; BUT THE 727 STOPPED THE TURN AND CONTINUED TO CLB STRAIGHT OUT. AT THIS POINT; WE STOPPED OUR TURN AT 030 DEGS AND LEVELED OUT AT 2100 FT. THE 727 THEN TURNED SE AS PREVIOUSLY INSTRUCTED AND WE CONTINUED ON 030 DEGS. THE TWR TURNED US INTO THE DEPARTING TFC WITHOUT KNOWING IF THE 727 WAS TURNING SE. 1) THE 727 DID NOT TURN SE AS INSTRUCTED. 2) WE TOOK THE EVASIVE ACTION TO REMAIN SEPARATED FROM THE TFC. THE 727 STARTED A TURN SE THEN LEVELED BACK OUT STRAIGHT AHEAD. THEN THEY TURNED SE ONCE AGAIN. 2) WE STARTED OUR TURN AS INSTRUCTED TO 060 DEGS; BUT SAW THE TFC AND STOPPED AT 030 DEGS AND LEVELED OFF EARLY TO REMAIN CLR. SUPPLEMENTAL INFO FROM ACN 285680: THE ACR Y WAS IN A SLIGHT R BANK AND I SAW HIM STOP THE TURN AND RESUME A NORTHERLY HDG IN A CLB. AT THIS TIME I; AS COPLT STOPPED OUR TURN AND CLB WHICH LEVELED US AND I TURNED BACK TOWARDS N UNTIL Y HAD CLBED ABOVE US (WHICH I CONSIDER EVASIVE ACTION ON OUR PART) AS SOON AS Y WAS CLR WE TOLD DEP CTL WE COULD NOW COMPLY WITH OUR CLRNC.
