B777 HIGH PWRED RUNUP IN NON DESIGNATED RUNUP AREA.
BOEING IS CONDUCTING TESTS ON THEIR NEW 777 MODEL. WHERE THEY PARK IS NEAR A BUSY SECTION OF AN UNCTLED RAMP NEXT TO THE PAX TERMINAL. THEY WANTED TO CONDUCT ENG TEST INCLUDING RUN UP AND REQUESTED GND CTL TO KEEP EVERYONE AWAY TO PREVENT A BLOW OVER. GND CTL ADVISED THAT THE AREA WAS UNCTLED AND SUGGESTED THE ACFT MOVE TO A SAFER LOCATION TO PWR UP THEIR ENGS. (THERE ARE NUMEROUS AREA ON THE ARPT WHERE FULL PWR RUNUPS ARE FREQ DONE BY HIGH PERFORMANCE ACFT. THE ROGWELL ATCT MGR CALLED THE ARPT MGR AND REQUESTED A CHANGE OF LOCATION FOR THE B777. LATER THE AIR TFC MGR WENT IN PERSON TO MAKE THIS REQUEST. BOTH WERE TURNED DOWN. THIS IS A VERY SIMPLE PROB TO REMEDY EVEN TURNING THE ACFT 90 DEGS WOULD HAVE GREATLY DIMINISHED THE DANGER TO PAX AND ARPT EMPLOYEES. THE TEST WENT ON WITH THE CTL TWR ADVISING THE SIT WAS UNSAFE. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: ATM VERIFIED B777 WAS ALLOWED TO RUNUP IN NON DESIGNATED RUNUP AREA. ATM SAID ARPTS DIVISION WAS LOOKING INTO THE MATTER.
