Synopsis

ACR X RWY INCURSION LAND ON OCCUPIED RWY WITH DC9 DEPARTING. SYS ERROR.

Narrative

ACR X DURING CATII OP DOING AN AUTO LAND ON RWY 28R IN PIT. I WAS SLOWED TO MINIMUM AIRSPD BY FINAL MONITOR. UNKNOWN TO ME; THERE WAS AN ACFT ON THE RWY CLRED (I HEARD HIM) FOR TKOF. THE SEPARATION WAS INADEQUATE; LESS THAN 1 MI. WHEN WE TOUCHED DOWN YOU COULD JUST MAKE HIS SHADOW OUT ROLLING IN FRONT OF US. I WENT TO MAX BRAKING AND MAX REVERSE. FEARING THE WORST SIT WOULD HAVE BEEN AN ABORT BY THE DEPARTING DC9. THE SEPARATION ON THE RWY WAS ABOUT 2000 FT; JUST ON THE EDGE OF VISIBILITY; WAY TOO CLOSE! I CALLED THE TWR ON ROLLOUT ASKED IF HE REALIZED HOW CLOSE THAT WAS; HE SAID HE DID. THERE WAS AN ATC ERROR; EITHER WE SHOULD HAVE BEEN SENT AROUND OR THE OTHER ACFT TOLD TO EXIT THE RWY. IT WAS NOT AT PEAK TIME OF ARRS IN PIT. I WOULD MUCH RATHER GAR THEN EVER SEE A GHOSTLY SHADOW OF A DC9 TAKING OFF 2000 FT IN FRONT OF ME. THE ERROR WAS MADE BY PIT ATC LCL CTLR AND THE FINAL MONITOR. IF THE DC9 HAD ABORTED HIS TKOF; THE ENTIRE SIT WOULD HAVE BEEN A DISASTER. BOTH ACFT WERE ON THE RWY AT THE SAME TIME FOR AT LEAST 10 SECONDS. A VERY LONG 10 SECONDS.
