CAPT OF AN MLG HOLDING ON TXWY FACING APCH END OF RWY FOR TKOF; XMITTED ON TWR FREQ FOR AN APCHING WDB TO 'GAR' SINCE THE ACFT WAS LINED UP TO LAND ON HIS ACFT. THE OTHER ACFT WENT AROUND.
WE WERE CLRED TO TAXI TO RWY 9L. AFTER REACHING THAT RWY; AIR TFC CTL ANNOUNCED THAT IT WAS CHANGING THE DIRECTION OF THE ARPT. WE WERE THEN CLRED TO TAXI TO AND HOLD SHORT OF RWY 27L. I THEN MANEUVERED THE ACFT SHORT OF RWY 27L. WE WERE BEHIND AN ATX BA-3100 (JETSTREAM) THAT WAS POSITIONED AT AN ANGLE TO THE RWY. A 737 WAS ALSO FACING THE RWY FROM A DIFFERENT POS. OUR ACFT WAS POSITIONED PARALLEL WITH RWY 27L. WE WERE FACING THE APCH PATH FOR THE RWY. WE REMAINED IN THAT POS FOR APPROX 5 MIN BEFORE WE OBSERVED AN ACFT ATTEMPT TO LAND ON RWY 27L. THE FIRST SUCH ACFT TO DO SO; A (ACR W) DHC-7 BEGAN TO DRIFT TO THE N AS IT CAME OUT OF THE CLOUDS. THE DASH 7 INITIATED A MISSED APCH. THE SECOND ACFT TO APCH THE RWY WAS A (ACR U) B-727. IT TOO APPEARED TO HAVE DIFFICULTY STAYING ALIGNED WITH THE RWY AFTER IT CAME OUT OF THE CLOUDS. IT TOO INITIATED A MISSED APCH. THE THIRD ACFT TO EMERGE FROM THE CLOUDS WAS AN (ACR Y) A-300. THE ACFT DID NOT APPEAR TO BE STABILIZED ON THE APCH AT THE POINT THAT IT CAME INTO VIEW. HER WINGS WERE UNSTEADY. THE ACFT ALSO HAD A PRONOUNCED DRIFT N OF THE CTRLINE OF THE RWY. UNLIKE THE PRECEDING 2 FLTS; ACR Y CONTINUED THE APCH. I RECALL THAT THE ACFT APPEARED TO BE CRABBING SLIGHTLY WITH THE L WING DOWN. AT 1 POINT; THE ACFT'S WINGS ROLLED IN THE OPPOSITE DIRECTION; AND THEN RETURNED TO THE PREVIOUS POS. AT THIS POINT; I HEARD THE PHRASE 'I'VE GOT IT' BROADCAST OVER THE TWR FREQ. AS THE APCH CONTINUED; I BECAME CONCERNED FOR THE SAFETY OF THE PAX AND CREW OF MY ACFT. ACR Y APPEARED TO BE ON A PATH DIRECTLY AT MY ACFT. MY FIRST REACTION WAS TO SUGGEST THAT ACR Y CONDUCT A MISSED APCH. I RECALL KEYING THE MIKE AND STATING 'HOW 'BOUT A GAR' OR WORDS TO THAT AFFECT. THERE WAS NO RESPONSE TO THAT BROADCAST. ACR Y CONTINUED ON A PATH THAT APPEARED TO PUT IT IN CONFLICT WITH MY ACFT. I THEN KEYED THE MIKE AND BROADCAST 'GAR' OR WORDS TO THAT AFFECT. ACR Y THEN INITIATED A MISSED APCH.
