LGT HAS COM PROB WITH CTR; THEN TCASII RA. CTLR GIVES HDG CHANGE TO KEEP PROPER SEPARATION.

Narrative

ON CLBOUT FROM GUAM TO KONEN GUAM CTR AND APCH CTL RADAR (CENAP) BECAME CONCERNED ABOUT OUR CLB RATE DUE TO AN ACFT AT CRUISE IN THE OPPOSITE DIRECTION OF FLT. GUAM CENAP WAS ESPECIALLY CONCERNED BECAUSE THE OTHER ACFT WAS AIRFORCE ONE. RETURNING WITH THE PRESIDENT OF THE UNITED STATES FROM INDONESIA. CTR WAS UNABLE TO REACH US FOR A DISTANCE OF ABOUT 50 MI -- ABOUT 5-7 MINS. WE WERE LISTENING ON FREQ BUT DIDN'T HEAR UNTIL THE CTLR WAS QUITE FRUSTRATED AND COMMANDED AN IMMEDIATE TURN ABOUT 80 DEGS TO THE R. WE WERE QUITE STUNNED ABOUT THE LARGE TURN AND THE CTLR'S OBVIOUS EMOTION. AT THE TIME WE TURNED AIRFORCE 1 WAS ABOUT 250 MI FROM GUAM AT 33000 FT. WE WERE ABOUT 180 MI FROM GUAM CLBING THROUGH 32000 FT FOR ASSIGNED ALT OF 35000 FT. WE EVENTUALLY DEVIATED FROM COURSE ABOUT 30 MI TO THE W; CLBED TO 35000 FT AND AFTER PASSING AF1 RETURNED TO COURSE. UPON RETURN TO GUAM; CTR WANTED TO TALKED TO ME AND I WANTED TO TALK TO THEM. WE EXCHANGED NOTES WITH LITTLE RESOLUTION TO THE PROB. THEY DIDN'T KNOW WHY I HADN'T ANSWERED AND I DIDN'T KNOW WHY I HADN'T HEARD THEM. I LATER SPOKE TO A FRIEND OF MINE WHO IS A CTLR AT THE GUAM CENAP. HE REVEALED THAT THERE HAD BEEN PREVIOUS COMS PROBS IN THE AREA SW OF GUAM AND THAT THERE MAY BE A SPOT OUT THERE WHICH DOES NOT RECEIVE THE RADIO CALLS EITHER WAY. I WILL FOLLOW UP WITH A RPT TO MY CHIEF PLT TO WARN OTHER PLTS IN THE GUAM BASE ABOUT THIS POSSIBLE COMS PROB.
