MIL Y SPILL OUT FROM RESTR AREA HAD LTSS FROM SMT X.

Narrative

I WAS VECTORING SMT X A C414/R AROUND SPECIAL USE AIRSPACE (PARADISE MOA/ATCAA AND GUNFIGHTER ALTRV) IN USE AT OR BELOW FL500 X WAS ON A FLT FROM LWS TO LAS LEVEL AT FL230. MIL Y A FLT OF 2/F15 DEPARTED MUO. MUO APCH CALLED AND ADVISED THAT Y HAD CANCELED IFR AND WAS PROCEEDING TO THE RANGES; I ASSUMED THIS MEANT R3202 SINCE Y WOULD HAVE NEEDED AN IFR CLRNC TO OPERATE IN THE GUNFIGHTER ALTRV AIRSPACE. I OBSERVED A X000 BEACON CODE AT FL226 EXIT R3202 PROCEED EBOUND INTO GUNFIGHTER ALTRV AIRSPACE. X WAS NOW SBOUND ON HIS OWN NAV DIRECT TO ELY APPROX A 160 DEG HDG. THE XOOO CODE EXITED THE GUNFIGHTER AIRSPACE MODE C INDICATED FL226 STILL ON AN INTERCEPT HDG FOR X. I BROADCAST ON GUARD FREQ FOR THE X000 CODE TO MAKE AN IMMEDIATE L 180 DEG TURN AND ISSUED A CLRNC FOR X TO TURN 40 DEGS L FOR TFC. THE X000 CODE MADE THE L TURN AND RE- ENTERED SPECIAL USE AIRSPACE. MUO APCH CALLED LATER AT ZLC'S REQUEST AND INFORMED US THAT IT HAD BEEN Y. THERE NEEDS TO BE A MOBILE RADAR UNIT WITH THE RADAR COVERAGE TO MONITOR THE AIRSPACE; PLUS THERE MUST BE AMPLE EDUCATION FOR THE MIL TO REMAIN AT LEAST 3 MI INSIDE AIRSPACE BOUNDARIES.
