PLT OF AN SMA SEL PENETRATED CLASS B AIRSPACE DUE TO ATC LACK OF INTERCOORD BTWN TWR AND TRACON.
I WAS FLYING MY PA28-140 FROM MY HOME BASE IN CEDAR KEY; FL (CDK) TO NAPLES; FL (APF) WITH AN INTERMEDIATE STOP AT ST PETERSBURG ALBERT WHITTED (SPG) TO PICK UP A PAX IN SEVERE CLR VFR FLT CONDITIONS ON MORNING OF DEC/XY/94. MY ENTIRE FLT FROM CDK TO SPG EMPLOYED FLT FOLLOWING FROM ZJX AND TAMPA APCH. AFTER A QUICK TURNAROUND IN SPG WITH MY PAX; ALSO A PLT OF 25 PLUS YRS WITH SEVERAL THOUSAND HRS; I REQUESTED FROM THE SPG TWR A SBOUND VFR DEP; DIRECT NAPLES WITH CLASS B CLRNC AND AN ALT OF 5500 FT. THIS DAY; THE GND AND TWR CTLR WERE ONE IN THE SAME AS HIS EXACT INSTRUCTIONS WERE; 'SBOUND DEP APPROVED; AT OR BELOW 1900 FT; 125.3 FOR DEP FREQ' FOLLOWED BY 'CLRED FOR TKOF.' I REPEATED THE INSTRUCTIONS BACK TO THE TWR CTLR AND RECEIVED A CORRECT CONFIRMATION FROM HIM ON MY READBACK. MY PAX/PLT ALSO HEARD THE ISSUED INSTRUCTIONS. HEADSETS WITH AN INTERCOM WERE IN USE BY BOTH PLT AND PAX. I DEPARTED WITH A STANDARD PATTERN EXIT AND CLBED TO THE S WITH AN ONBOARD HDG DIRECT FOR APF AND CONTACTED TAMPA DEP AS I CLBED THROUGH 1500 FT ON THE INSTRUCTED FREQ OF 125.3. TAMPA DEP NOTIFIED ME THAT I DID NOT HAVE A CLASS B AIRSPACE CLRNC AND TO DSND IMMEDIATELY BELOW 1200 FT AND THAT I HAD ALSO CONTACTED THEM ON THE WRONG FREQ. I STATED THAT I WAS FOLLOWING SPG TWR INSTRUCTIONS AND THEIR REPLY WAS THAT THE SPG TWR DID NOT HAVE AUTH TO ISSUE ME A CLRNC INTO THEIR AIRSPACE. I FOLLOWED THE TAMPA DEP CTLR'S INSTRUCTION BY DSNDING BELOW 1200 FT; CONTACTED THEM ON THE NEWLY INSTRUCTED FREQ; RECEIVED A CLASS B CLRNC AND WAS APPROVED FOR A CLB TO 5500 FT WITH MY DIRECT ON-BOARD HDG. I REMAINED ON FLT FOLLOWING FOR THE REMAINDER OF THE FLT AND TERMINATE IN NAPLES (APF). THIS WAS THE FIRST TIME THAT I HAD EVER VIOLATED A CLASS B AIRSPACE WITHOUT A CLRNC. I WAS FOLLOWING THE INSTRUCTION THAT I RECEIVED FROM THE SPG TWR.
