ALTDEV DURING IAP ILS APCH.
ATTEMPTED BELOW GS APCH TO RWY 8 AT BUR. APCHING BUR AREA; ACFT WAS IN ALMOST CONTINUOUS MODERATE TURB AND HVY RAIN FROM PMD INBOUND. HDG SBOUND PRIOR TO ILS 8 INTERCEPT WE WERE GIVEN SEVERAL LOWER ALTS AND SLOWDOWN CALLS FROM APCH. APCHING SILEX WE WERE CLRED TO 3500 FT; TOLD TO SLOW TO 160 KTS AND TURNED ONTO FINAL APCH TO RWY 8. WE WERE THEN CLRED FOR APCH TO INTERCEPT FINAL AT 3000 FT OR ABOVE. I ARMED THE ILS AND GOT CONFIRMATION ON SILEX AND CONTINUED TO DSND (WE WERE ABOVE 3500 FT AT SILEX). AT THAT POINT; THE COPLT SET 4000 FT IN THE ALT ALERT WINDOW FOR GAR INSTEAD OF 3000 FT UNTIL INTERCEPT OF GS. I DID NOT NOTICE OR DID NOT RECOGNIZE THE MISTAKE. WE APPARENTLY WENT THROUGH 3000 FT PRIOR TO BUDDE. I REMEMBER CALLING OUT BUDDE AT 1700 FT AGL. AT THAT TIME I FAILED TO LOOK BACK AT THE CHART TO CHK THE PROPER ALT EVEN THOUGH WE BRIEFED THE PROPER ALT AT BUDDE -- 2027 FT AGL. THE WX WAS 400 AND 2 WITH RAIN. AT ABOUT 1200 FT AGL; APCH CTL GAVE US A CLB TO 5000 FT AND A TURN TO THE L. WE COMPLIED AND COMPLETED A SECOND APCH WITH NO PROB. EVEN THOUGH A MISTAKE WAS MADE IN SETTING THE ALT ALERT; I MISSED SEVERAL CLUES TO THE MISTAKE. ONE REASON FOR SURE WAS THAT THE ACFT WAS ROCKING AND ROLLING AND JUST WATCHING THAT WE WERE HDG AND GOING IN THE PROPER DIRECTION WAS A FULL TIME JOB. WIND CURRENTS WERE PUSHING THE ACFT UP AND DOWN REGARDLESS OF SOME OF THE AUTOPLT INPUTS.
