RWY TRANSGRESSION INCIDENT.
SMA APCHED YUMA FROM THE E; VFR. APCH CTL DIRECTED SMA TO CROSS YUMA AT 1200 FT EXPECT R TFC RWY 17. ABOUT 10 MI OUT; DIRECTED TO CTL TWR. SMA CALLED TWR AND TWR DIDN'T RESPOND. AT 5 MI CALLED TWR AGAIN. TWR TOLD SMA TO STAND BY. AT APPROX 1 MI CALLED TWR AGAIN. TWR ASKED IF WE COULD LAND RWY 26. SMA RESPONDED NEGATIVE. WE WERE OVER THE TWR AND ABOUT TO CROSS RWY 21L AT THE TIME. TWR ADVISED HVY JET TFC DEPARTING RWY 21R. SMA CROSSED OVER RWY 21L AT 1200 FT. TWR CLRED TO LAND RWY 17. I READ BACK CLRED TO LAND RWY 17 AND FLEW DOWNWIND R TFC TO RWY 17. AFTER LNDG I WAS ROLLING OUT XING RWY 21R; TWR SHOUTED THAT I WAS TO HOLD SHORT OF RWY 21R. TWR SAID CLR RWY 21R HOLD SHORT OF RWY 21L. I STOPPED BTWN RWYS 21R AND 21L THEN WHEN INSTRUCTED; TAXIED BACK ACROSS RWY 21R TO FBO AT W SIDE OF FIELD. AFTER GETTING FUEL AND WHILE TAXIING FOR DEP; TWR REQUESTED NAME OF PLT AND NUMBER OF PLT. I ASKED WHAT THIS WAS IN REGARD TO AND WAS TOLD THAT I HAD FAILED TO HOLD SHORT OF RWY 21R WHILE LNDG ON RWY 17. I NEVER HEARD OR ACKNOWLEDGED A HOLD SHORT DIRECTION. THE FIRST TIME I WAS AWARE OF CONFLICT WAS WHEN TWR ASKED ME TO EXPEDITE XING OF RWY 21R. TWR STATED F18'S WERE LNDG RWY 21R. IF F18'S WERE CLRED TO LAND WHILE I WAS LNDG; TWR FAILED TO ESTABLISH CLR COM OF CONFLICT POTENTIAL WITH ME. CTLR SHOULD NOT CLR ACFT TO LAND ON INTERSECTING RWYS UNLESS AND UNTIL ABSOLUTE CONFIRMATION OF ANY HOLD SHORT REQUIREMENTS ARE COMMUNICATED BY ALL PLTS INVOLVED. SECOND PLT AND PAX ACFT STATED THAT HE NEVER HEARD HOLD SHORT CLRNC EITHER! ASKING ACFT TO LAND AND HOLD SHORT OF INTERSECTING RWY HAS HIGH RISK OF CONFLICT. EVERYONE WOULD BE MUCH BETTER SERVED TO HAVE TFC GAR INSTEAD OF EXPOSING EVERYONE TO A HIGH POTENTIAL OF CONFLICT. WE DO HAVE TIME TO BE SAFE!
