ACR X CLBING TO 9000 FT RECEIVED TCASII TA RA FROM ACFT LEVEL AT 10000 FT.

Narrative

DEPARTING PDX ENRTE JFK; ON DEP CTL; ON VECTORS CLBING TO 9000 FT; HAD TCASII RA WITH INBOUND ACFT DSNDING TO 10000 FT. RA AT 8500 FT WITH 1000 FPM RATE OF CLB. STOPPED CLB AND RA CONFLICT CLRED. TCASII MOMENTARILY CALLED FOR 2500 FPM RATE OF DSCNT. CTLR SHOULD NOT HAVE VECTORED US DIRECTLY AT THE INBOUND ACFT. WHEN QUERIED AND INFORMED HER VECTOR HAD RESULTED IN A TCASII RA; THE CTLR REPLIED THAT ON THIS DEP 'IT HAPPENS ALL THE TIME.' IF THAT IS AN ACCURATE STATEMENT; WHY DOESN'T SOMEONE DO SOMETHING ABOUT THE SIT? SUPPLEMENTAL INFO FROM ACN 295271: DEP CTL VECTORED ME TO A HDG OF 035 DEGS WITH AN ADVISORY OF ANOTHER ACFT AT 10000 FT MSL ON DOWNWIND LEG TO PDX ON OUR STARBOARD SIDE. A SECOND DSNDING ACFT APPEARED ON OUR TCASII 'ON THE NOSE' AS WE COMPLETED OUR TURN TO 035 DEGS; APPROX 6 MI OUT. PASSING THROUGH APPROX 8000 FT; TCASII ANNOUNCED 'TFC; TFC;' FOLLOWED SHORTLY AFTERWARDS AT 8500 FT A TCASII RA TO DSND AT 2500 FPM DOWN. CLB RATE WAS ARRESTED TO '0' (FROM ABOUT 1000 FPM.) MOMENTARILY AS THIS WAS OCCURRING UNTIL PASSING TFC WHICH WENT BY DIRECTLY OVERHEAD. WE CONSIDERED THE VECTOR A POOR CHOICE OF HDG AND POTENTIALLY HAZARDOUS AND SO REMARKED TO DEP CTL.
