Synopsis

A SNOW PLOW DRIVER THOUGHT THAT THE RPTING ACFT HAD NOT COMMUNICATED WITH CTAF PRIOR TO LNDG.

Narrative

AFTER 2 NORMAL CALLS ON CTAF OF OUR POS AND INTENTIONS; WHICH WERE TO EXECUTE THE LOC BACK COURSE RWY 26 MQT AND LAND; WE BROKE OUT ONLY TO SEE A SNOW PLOW ON THE FIRST 1/3 OF THE RWY ON THE R SIDE. WE WERE STILL 10-15 SECONDS FROM LNDG AND WE WERE WELL ABOVE 600 FT AGL. THE PLOW SAW US AND YELLED 'WHAT THE HELL!' ON THE RADIO. WE SAW THE PLOW MOVE OFF THE R SIDE OF THE RWY LIGHTS. THE CAPT AND I DETERMINED THAT THE RWY WAS CLR AND SAFE AND LANDED WITHOUT ANY PROBS. THE PLOW DRIVER DROVE OVER TO OUR PARKED ACFT (ON THE RAMP) AND GAVE THE CAPT AN EARFUL WHILE WE WERE DEPLANING. UNABLE TO CALM OR COMMUNICATE; THE CAPT EXCUSED HIMSELF FROM THE PLOW DRIVER AND WE CONTINUED WITH OUR SCHEDULE. WHERE THE MISSED COM HAPPENED IS BEYOND ME. HOWEVER; THE LACK OF PROFESSIONALISM ON THE PLOW DRIVER AND HIS USE OF OBSCENE LANGUAGE ON THE RADIO TENDS FOR ME TO QUESTION HIS OPERATING PROCS/EQUIP. AFTER 4 1/2 HRS OF SLEEP AND TRYING TO SHOOT A POOR RECEPTION BACK COURSE IN INCLEMENT WX IS HARD ENOUGH WITHOUT HAVING TO WORRY ABOUT SOME IRATE; SENILE OLD MAN NOT MONITORING/LISTENING TO CTAF. WE COME IN TO MQT EVERY DAY OF THE WK AT THE SAME TIME. SUPPLEMENTAL INFO FROM ACN 295905: AS WE APCHED TO LAND I DETERMINED THE SNOW PLOW WAS CLR AND WOULD NOT BE A FACTOR BECAUSE (OUTSIDE OF RWY LIGHTS) THE ACFT WOULD BE ABOVE AND LAND BEYOND WHERE THE SNOW PLOW WAS WORKING. THE GENTLEMAN IN THE PLOW ALSO INDICATED HE HAD US IN SIGHT BY STATING THAT OVER THE UNICOM FREQ. THE GENTLEMAN OPERATING THE PLOW MENTIONED; VIA THE RADIO; THAT HE NEVER HEARD ANY RADIO CALLS. THE CALLS WERE MADE AND WE DID NOT HEAR A RESPONSE FORM ANYONE ON THE FIELD. I CALMLY ASSURED HIM THAT THE RADIO CALLS WERE MADE. AT NO POINT DID I ACCUSE HIM OF NOT MONITORING THE RADIO.
