TASK LOADING DUE TO A LAST MINUTE 'HURRY-UP' STYLE CLRNC; LED TO AN FO'S FAILURE TO MONITOR; A CAPT'S FAILURE TO RECOGNIZE 'HOLD SHORT;' AND A SUBSEQUENT; RWY INCURSION.
WHILE TAXIING FOR TKOF TO RWY 28 AT PORT COLUMBUS ARPT; OH; I THOUGHT I RECEIVED CLRNC INTO POS ON THE RWY AND HOLD! I WAS LISTENING TO THE PAX ADDRESS TO HEAR THE END OF THE PRE-DEP BRIEFING TO THE PAX; WHILE COMPLETING THE BEFORE TKOF CHKLIST. JUST AFTER XING THE HOLD SHORT LINE ON THE TXWY; MY FO ADVISED ME THAT WE WERE TO HOLD SHORT. AT THIS TIME; I ABRUPTLY BRAKED TO A STOP APPROX 10-15 FT PAST THE LINE. WE IMMEDIATELY ADVISED THE TWR OF OUR POS; WHICH WAS WELL CLR OF THE RWY SURFACE; WE EVEN ASKED IF THEY WANTED A 180 DEG TURN; TO RETURN BEHIND THE LINE. THEY STATED TO HOLD OUR POS. AN ACFT APPEARED ON A 1.5-2 MI FINAL; AND WAS CLRED TO LAND BY TWR. HE LANDED UNEVENTFULLY; NO SAFETY WAS COMPROMISED. IN RETROSPECT; IT COULD HAVE BEEN MUCH WORSE; AN ACCIDENT; OR A GAR; AT THE LEAST; HAD I BEEN ON THE RWY. I AM; NOW; VERBALIZING THE CLRNCS TO 'HOLD SHORT;' 'CLRED INTO POS' OR 'CLRED FOR TKOF;' RADIO XMISSIONS. THIS IS MUCH LIKE THE ALT AWARENESS CALL BY EACH PLT THAT HAS WORKED; SO WELL; FOR OUR COMPANY IN PREVENTING ALT DEVS. SUPPLEMENTAL INFO FROM ACN 298379: WE THEN DECIDED THAT AN INTXN TKOF MIGHT SAVE SOME TIME SO I CHKED THE PERFORMANCE MANUAL AND REQUESTED A TKOF FROM TXWY F2; AND WE WERE CLRED TO THAT POINT. I WAS BUSY COMPLETING THE BEFORE TKOF CHKLIST AND DID NOT NOTICE UNTIL WE WERE ACROSS THE HOLD SHORT LINE; THAT THE CAPT WAS TAXIING ONTO THE RWY. A LAST MINUTE CHANGE CAN THROW US OFF OF OUR ROUTINE AND BECOME A PROB WAITING TO HAPPEN. IT WOULD HAVE BEEN BETTER TO HAVE MORE THOROUGHLY CONSIDERED ALL TKOF OPTIONS BEFORE LEAVING THE GATE.
