ACR X HAD LTSS FROM FOREIGN B767. SYS ERROR.

Narrative

ACR X ON VECTORS TO FINAL FOR ILS APCH TO RWY 9 AND CLRED APCH. ON ABOUT AN 8 MI FINAL AT 2000 FT; A FOREIGN ACR Y APPEARED AT OUR 10 O'CLOCK POS; SLIGHTLY HIGH. HE PROCEEDED TO TURN FINAL ABOUT 1 1/2 MI IN FRONT OF US. WE WERE TALKING TO APCH AND THE CTLR NEVER ADVISED US OF THE TFC. WE PROCEEDED TO DO A L 360 DEG; CANCEL INSTS; SWITCH TO TWR; AND COMPLETE AN UNEVENTFUL LNDG TO RWY 9. SUPPLEMENTAL INFO FROM ACN 299441: FIRST WE WERE GIVEN A DSCNT FROM 5000 FT TO 2000 FT AT THE MARES INTXN AS WE APCHED ON A SOUTHERLY HDG. WE WERE GIVEN TO TURN TO A SW HDG. I BELIEVE ABOUT 230 DEGS TO INTERCEPT THE LOC TO RWY 9L AT CCS. SINCE IT WAS NOT A VALID HDG FROM WHICH AN INTERCEPT COULD HAVE BEEN MADE I CORRECTED THE CTLR AND SUGGESTED A HDG OF 150 DEGS WHICH SHE AGREED WOULD WORK. AT SOME POINT LATER SHE MADE A GARBLED XMISSION ABOUT THE PRESENCE OF ANOTHER AIRPLANE; A 767. WE AT ONCE QUERIED HER WHERE IT WAS BECAUSE WE DID NOT HAVE IT ON TCASII. SHE TOLD US TO CONTINUE AND WE WERE NOW #2. THEN I SAW THE 767 TURNING INTO OUR PATH ON A TIGHT BASE ABOVE US AND ABOUT 1 1/2 MI I AHEAD OF US.
