FLC OF AN WDB MIS-SET THE LOC COURSE IN THE HSI RESULTING IN ATC INTERVENTION TO WARN OF TRACK DEV. HDG TRACK POS DEV.
AFTER FLYING A 'RED EYE' FLT FROM LAX-JFK; AND 15 MINS IN A HOLDING PATTERN OVER LENDY INTXN; WE COMMENCED AN APCH TO JFK'S ILS RWY 31R. ON DOWNWIND THE CAPT SAID 'I HAVE TUNED AND IDENTED THE RADIOS' SO I DID NOT CHK TO MAKE SURE THESE ITEMS HAD BEEN DONE. ON LOC CAPTURE THE FLT DIRECTOR DID NOT CAPTURE AND I RELATED THIS TO THE CAPT WHO RESET BOTH FLT DIRECTORS. THIS DID NOT HELP AND I USED THE 'PURPLE LINE' AND THE ADF'S TO HOLD THE LOC COURSE WHILE WE TRIED TO REMEDY THE PROB. BY NOW WE ARE INSIDE MALDE AND I DECIDED TO GO TO 'FULL ILS' ON THE HSI SELECTOR PANEL. THE ILS WAS NOT INDICATING CORRECTLY SO I WENT BACK TO 'MAP MODE.' THE CAPT NOW SAID 'I HAD THE WRONG FREQ SET.' SO WE RESET THE FLT DIRECTORS AGAIN BUT STILL THE FLT DIRECTOR'S WERE NOT TRACKING THE LOC; BUT THE GS SEEMS TO BE OK. THE CAPT DECIDES TO TURN OFF THE FLT DIRECTORS AND NOW SETS 'FULL ILS' AGAIN ON MY HSI. THE COURSE SELECTION INDICATOR IS AT A 90 DEG ANGLE TO OUR COURSE AND THE GS SEEMS OK. BY NOW WE ARE OVER GRIMM INTXN AND THE CAPT SAYS COME L BECAUSE THE LOC NEEDLE SHOWS US DRIFTING R OF COURSE. AT 1400 FT AGL (WE ARE DSNDING ON THE GS) I SAY 'WE MUST GAR.' HE SAYS 'IT'LL BE OK JUST COME L.' BY 1200 FT THE JFK TWR SAYS WE 'FIND YOU R OF COURSE.' THE CAPT SAYS 'WE ARE CORRECTING BACK.' AT 800 FT WE BREAK OUT OF THE CLOUDS AND FIND OURSELVES SIGNIFICANTLY TO THE R OF THE RWY. WE MAKE CORRECTIONS (NOT TOO DRAMATIC) FOR A NORMAL LNDG TO RWY 31R. TAXING IN THE CAPT SAYS 'I NEVER SET THE COURSE IN' (THE ILS COURSE WINDOW). I SHOULD HAVE IDENTED MY OWN RADIOS AND CHKED THE FREQ AND COURSE MYSELF. I SHOULD HAVE KNOWN WHEN THE HSI WAS 90 DEG OFF IT HAD TO BE A COURSE SELECTION PROB. WE WERE BOTH TIRED FROM THE ALL NIGHT FLT. I SHOULD HAVE BEEN MORE ADAMANT ABOUT DOING A GAR FROM INSIDE MALDE.
