UNAUTH RWY ENTRY - THIS LOW TIME; NON INST RATED PLT WITHOUT A FLT PLAN LANDS AT A BUSY INTL ARPT LOCATED IN CLASS 'B' AIRSPACE; COMMITS A RWY INCURSION AND FEELS STRESS.
WHILE GOING UP TO RWY 19L; THE PLT BECAME PREOCCUPIED BY THE NOTION THAT HE DID NOT STOP TO HAVE A RUNUP SINCE IT WAS DONE BACK IN THE GA RAMP. BECAUSE OF THIS PREOCCUPATION IN HIS MIND AND THE HVY WORKLOAD WHICH HE EXPERIENCED WHILE APCHING AND LNDG AT IAD; THE PLT CONTINUED TO TAXI OUT TO THE RWY 19L WITHOUT STOPPING TO CALL THE GND CTL AND; SUBSEQUENTLY; TWR TO OBTAIN A CLRNC FOR TKOF. AS A RESULT THE PLT COMMITTED A RWY INCURSION. WHILE TURNING INTO POS FOR A TKOF AND SLOWING DOWN IN A TURN; THE ACFT'S ENG QUIT. THE PLT IN A PANIC CALLED THE GND CTL TO INFORM THEM OF THE ENG PROB AND SCRAMBLED TO RESTART THE ENG TO EXIT FROM RWY 19L. AFTER 2 OR 3 ATTEMPTS; THE PLT SUCCEEDED IN RESTARTING THE ENG AND STARTED TO TAXI BACK TO THE GA RAMP AT THE FBO TERMINAL. THE PLT WAS TOLD TO CALL THE TWR UPON RETURN TO THE RAMP. AT THE FBO TERMINAL; THE PLT CALLED AND TALKED WITH AN AREA SUPVR IN THE ATC TWR. IT WAS REQUESTED THAT THE PLT WAIT FOR AN FAA INSPECTOR WHO WOULD BE COMING UP FROM AN FAA FLT STANDARD DISTRICT OFFICE NEARBY. SUBSEQUENTLY; THE PLT MET WITH THE FAA INSPECTOR TO GIVE ALL INFO REQUESTED BY HIM; DISCUSS CORRECT PROCS INVOLVED; AND FULLY COOPERATED WITH THE INSPECTOR. HUMAN PERFORMANCE CONSIDERATIONS. PRESENCE OF THE PLT'S FAMILY MEMBERS ADDED TO HIS WORKLOAD SIGNIFICANTLY DURING THE APCH TO AND OPS AT IAD. THE PLT HAD VERY LITTLE EXPERIENCE IN FLYING INTO LARGE HUB ARPTS DURING CONGESTED TIME PERIODS.
