MIL PLT BEHAVIOR AGGRESSION -- ACR RPTS BEING TRACKED BY A FOREIGN MIL FIGHTER THAT CLOSED TO WITHIN LESS THAN 100 FT (ESTIMATED) VERTLY.
WHILE EXECUTING ECHO 2 PROC (ILS RWY 10 AT SBGL). STARTED DSCNT TO 8000 FT AT APPROX 8500 FT TA SOUNDED SHOWING ANOTHER ACFT AT 6 O'CLOCK AND 300 FT BELOW AND IN A CLB. TARGET STAYED AT 6 O'CLOCK AS ACFT CLBED FROM 8500 FT TO 12000 FT. CAPT ADVISED ATC AND THEY REPLIED WITH 'JUST ADVISED OF MIL FIGHTING PLANE INTERCEPTING AT 12000 FT) TARGET EXITED TCASII RAPIDLY MOVING FROM 6 O'CLOCK TO 8 O'CLOCK. WE NEVER GAINED A VISUAL IDENT OF TARGET. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: THE RPTR SAID THAT HIS B767-300'ER WAS AT FLAPS 5 DEGS AND DSNDING OUT OF 8500 FT FOR 8000 FT WHEN THE EVENT BEGAN. HE FEELS THAT ALLOWING MIL FIGHTER INTERCEPTS ON CIVIL TRANSPORTS IS A VERY DANGEROUS PRACTICE. THE FLC DID NOT MAKE A POINT OF THIS WITH THE BRAZILIAN AUTHS BECAUSE THEY WERE UNSURE OF THEIR REACTION. THE CREW DID FILL OUT THE NASA FORMS WITH THE ASSISTANCE OF OPS PERSONNEL; HOWEVER. THE RPTR THOUGHT AT ONE TIME THAT THE FIGHTER ACTUALLY HIT THEM. THERE WAS AN UNUSUAL AMOUNT OF NOISE AND THE TARGETS HAD MERGED AND WE COULD NOT SEE THE FIGHTER. SUPPLEMENTAL INFO FROM ACN 304047: DURING DSCNT TO 8000 FT AT APPROX 8500 FT TCASII TA AT 6 O'CLOCK; LESS THAN 1 MI; 300 FT BELOW WAS IMMEDIATELY FOLLOWED BY RA AT SAME POS. INITIAL COMMAND WAS TO 'DSND' AT 1000 FPM THEN COMMAND WAS 'MONITOR VERT SPD' -- THEN AT ABOUT 8300 FT -- TCASII COMMAND REVERSED TO 'CLB' AT 2000 FPM. AT 12000 FT MSL TCASII TARGET MOVED TO 8 O'CLOCK POS AND CONTINUED MOVING AWAY. NO VISUAL CONTACT. CAPT ADVISED GIG APCH CTL OF TCASII CONFLICT AND WAS TOLD 'MIL FIGHTING PLANE INTERCEPTING.' DURING CONFLICT TARGET STAYED 3000 FT BELOW DURING AGGRESSIVE CLB FROM 8300 FT TO 12000 FT -- AFTER 12000 FT TARGET BEGAN TO DSND AND MOVED TO L AND AFT; NO FURTHER CONFLICT; CREW HAD BEEN ON DUTY SINCE XA20 EDT APPROX (12 HRS; ALL NIGHT FLT).
