A REGIONAL CARRIER FLC TAXIED ACROSS AN ACTIVE RWY IN A BAE ATP ACFT.

Narrative

ON MAY/THU/95 ON FLT FROM CAK TO ORD I WAS ON THE THIRD DAY OF R SEAT INITIAL OPERATING EXPERIENCE AS A COPLT. THE CAPT WAS TAXIING TO RWY 1 CAK. I WAS BUSY COMPLETING THE AFTER START THEN BEFORE TKOF CHKLISTS. THE CAPT THEN ASKED ME 'WHERE ARE WE;' AS WE WERE BEGINNING TO CROSS ONTO RWY 32 CAK; WHICH WAS INACTIVE. I STOPPED MY CHKLIST DUTY TO SHOW THE CAPT OUR POS ON MY TAXI CHART; AS HE DID NOT HAVE HIS CHART OUT TO REFER TO. I SAID; 'WE ARE HERE;' POINTING TO RWY 32;' AND WE WERE CLRED TO RWY 1.' THEN I POINTED TO THE APCH END OF RWY 1. HE ACKNOWLEDGED BY SAYING; 'RWY 1' AND THEN I PLACED THE TAXI CHART BACK ON THE CLIP ON THE YOKE. I WAS CONVINCED THAT HE WAS 'CLR' ON THAT POINT; SO I WENT BACK TO MY BEFORE TKOF CHKLIST ITEMS. I SAID; 'CHKLIST COMPLETE' AND FELT THE AIRPLANE SLOWING. THEN I HEARD THE CAPT EXCLAIM; 'WHAT DOES THAT SIGN SAY?' IN A VERY LOUD IRRITATED TONE OF VOICE. I LOOKED UP AND TRIED TO REORIENT MYSELF. (I HAD BEEN LOOKING AT THE CHKLIST; SETTING IT AHEAD TO ITS ELECTRONIC LINE-UP CHKLIST). BEFORE I COULD SAY ANYTHING THE CAPT HAD ROLLED 1/2 WAY ACROSS RWY 1; THE ACTIVE RWY! HE ANSWERED HIS OWN QUESTION BY SAYING 'THIS IS RWY 1!' I WAS STARTLED AND ANGERED ALL AT ONCE. I THOUGHT THAT THE CHIEF PLT COULD TAXI TO AND HOLD SHORT OF THE ACTIVE RWY WITHOUT MY ASSISTANCE. THAT VIOLATION DEMONSTRATED TO ME THAT EVEN THE CHIEF PLT CAN BECOME DISORIENTED; ESPECIALLY WHEN HE DOESN'T EVER MAKE AN EFFORT TO USE A TAXI CHART. HE DID NOT HAVE HIS CHART OUT OF HIS BAG. HIS GROSS NEGLIGENCE OPENED MY EYES TO AN EXPERIENCE THAT WAS LIKE A BAD DREAM COMING TRUE. BEFORE I JOINED THE AIRLINE FEEDER SVC AS A FO I FLEW SOME PART 91; NONSCHEDULED CORPORATE FLTS (25 HRS) AND 3000 HRS OF FLT INSTRUCTION PART 91. I CAN HONESTLY SAY THAT I HAD NOT SEEN THIS LEVEL OF INCOMPETENCE DEMONSTRATED BY A 10000 PLUS HR PLT. THE CAPT WAS ALSO SERVING AS MY INITIAL OPS INSTRUCTOR AND IS THE CHIEF PLT FOR AIRLINE FEEDER SVC. WITH THESE LOFTY TITLES AND ACHIEVEMENTS IT WAS VERY HARD FOR ME TO COMPREHEND HOW HE ULTIMATELY LET THIS RWY INCURSION HAPPEN. I KNOW THAT ON FUTURE FLTS MY ATTITUDE TOWARDS MY FELLOW CREW MEMBERS' PAST ACHIEVEMENTS AND PRESENT TITLES WILL BE LEFT IN THE TERMINAL OR FLT SCHEDULE ROOM -- ANYWHERE BUT IN MY MIND. I THINK THAT COMPLACENCY AND FATIGUE AFFECTED THE CAPT'S PERFORMANCE. IT WAS PRIOR TO THE LAST LEG OF THE DAY. THIS DAY OF FLYING WAS IN PREDOMINANTLY ROUGH WX. THE CAPT MAY HAVE WANTED TO SEE A MORE ASSERTIVE OR AGGRESSIVE PLT BUT HE DIDN'T SAY THAT; INSTEAD HE MADE ME ANGRY AT HIM FOR ADDRESSING MY GENDER IN AN OFFENSIVELY CRUDE MANNER. TO ME THE TERM BITCH IS INTERPRETED AS A FEMALE DOG OR A HUMAN FEMALE PROSTITUTE -- I AM NEITHER! I AM A COMPETENT PLT TRYING TO DO A GOOD JOB. WE DEPARTED TO ORD AND LANDED WITHOUT INCIDENT. IN THE DEBRIEFING; WHICH WAS THE ONLY ONE I HAD RECEIVED; HE SAID 'YOU REALIZE THAT XING RWY 1 IS A VIOLATION?' I REPLIED; 'I UNDERSTAND;' IN A CALM VOICE. HE CONTINUED THE POSTFLT BRIEFING AND CONCLUDED THAT I NEEDED TO FLY WITH ANOTHER CHK PLT. IF I LOSE THIS JOB BECAUSE THE CAPT DOESN'T THINK I'M AGGRESSIVE ENOUGH; THEN SO BE IT. I WILL NOT JEOPARDIZE SAFETY FOR ANYONE; ESPECIALLY MYSELF.
