NMAC. AN ARRIVING AIR TAXI AND A DEPARTING HELI HAVE AN NMAC OVER A HARBOR AREA.
FLYING INTO VICTORIA HARBOR; BC; I CALLED HARBOR RADIO; 10 NM SE OF VICTORIA HARBOR WITH MY POS AND TO OBTAIN TFC AND WX ADVISORIES. I WAS TOLD WIND WAS 190 DEGS AT 15 KTS WITH GUSTS. THE VICTORIA CLIPPER WAS IN THE HARBOR AND A HELIJET WAS INBOUND OVER DISCOVERY ISLAND. I TOLD HARBOR RADIO I HAD THE CLIPPER AND THE INBOUND HELIJET. I WAS WATCHING THE INBOUND HELIJET TO MAKE SURE THERE WOULD NOT BE A CONFLICT ARRIVING AT THE HARBOR ENTRANCE. AT THE SAME TIME; HE WAS PULLING AHEAD OF MY RAPIDLY AND SHOULD NOT BE A PROB. I WAS PLANNING A W LNDG. A COUPLE OF MINS LATER I HEARD HELIJET CALLING HARBOR RADIO STATING HE WAS PREPARING FOR TKOF TO VANCOUVER; BC; AND HE HAD THE NUMBERS OR CHK THE NUMBERS (MEANING HE HAD HEARD TA'S). I DECIDED TO TURN ON MY LNDG LIGHT KNOWING THE OUTBOUND HELIJET WOULD BE HARD TO PICK OUT OF THE GND CLUTTER. I STILL HAD THE INBOUND HELIJET DSNDING INTO COMEL POINT AND WAS LOOKING FOR THE OUTBOUND HELIJET. I LOST SIGHT OF THE INBOUND HELIJET IN THE GND CLUTTER; THEN PICKED HIM BACK UP. WASN'T REAL SURE WHICH HELIJET I HAD IN SIGHT FOR A MIN; BUT HE WAS HDG TOWARD THE HARBOR. I WAS STILL LOOKING FOR THE OUTBOUND WHEN I FINALLY SAW HIM WITH A FLASHING LIGHT IN FRONT OF ME AT THE SAME ALT AND SLIGHTLY R OF ME GOING IN THE OPPOSITE DIRECTION. I IMMEDIATELY BANKED 30 DEGS L TO AVOID THE HELIJET. AS WE PASSED I LOOKED OUT THE R PAX WINDOW AND NOTICED WE WERE ABOUT 150-200 FT APART. HELIJET HAD NOT CHANGED COURSE OR ALT OR RATE OF CLB (I'M NOT SURE IF HE WAS LEVEL OR CLBING) THAT I COULD TELL. I BELIEVED HE HAD NOT SEEN ME SINCE HE HAD NOT CHANGED COURSE OR ALT/ATTITUDE. THE REST OF THE DSCNT AND LNDG WAS UNEVENTFUL; ONCE ON THE WATER TAXIING TO THE DOCK; HELIJET ASKED HARBOR RADIO FOR MY FULL CALL SIGN. SO I ASSUMED HE DID SEE ME AT SOME POINT DURING THE EVENT AND GUESSED IT WAS AFTER WE HAD PASSED OR NEARLY SO. AT ABOUT XA00 LCL AFTER DOCKING I CALLED HARBOR RADIO TO GET HELIJET'S FULL CALL SIGN AND FILL OUT ABOUT A CANADIAN INFLT INCIDENT RPT AND TOLD THEM THE EVENTS OF THE INCIDENT RPT AND TOLD THEM THE EVENTS OF THE INCIDENT. I WAS TOLD HELIJET HAD NOT ASKED FOR TFC; BUT HAD SAID CHK THE NUMBERS AND IT WAS ASSUMED HE HAD HEARD TA'S ON AN EARLIER XMISSION. HARBOR RADIO TOLD ME I COULD WRITE A STATEMENT AND SEND IT TO THEM OR GET THE OFFICIAL FORM. EITHER ONE WAS OK AFTER RETURNING TO KENMORE; WA. I CALLED AGAIN AND ASKED IF THEY COULD FAX ME THE FORM. THEY SAID THEY WOULD; BUT IT HAS NOT ARRIVED YET AS I WRITE THIS. TO PREVENT THIS AGAIN; JUST BETTER SCAN FROM EVERYONE IN AREA.
