PUB DEFICIENCY -- MEL REQUIREMENT -- ACR CREW FINDS THAT THE MEL DOES NOT ADDRESS HOW TO SET UP THE AIR BLEED CONFIGN FOR A PARTICULAR FAILURE MODE.

Narrative

AFTER A LONG DELAY MAINT PLACARDED THE L HAND BLEED OVERHEAT. THERE ARE NUMEROUS RELATED REFS IN THE MEL. THERE IS NO REF FOR THE CONFIGN OF THE BLEED WE LEFT ALL BLEEDS OPENED AND THE APU RUNNING. L XFEED OPEN TO RUN THE L PACK. IN RETROSPECT THIS MAY NOT HAVE BEEN CORRECT SINCE GEAR RETRACTION WAS VERY SLOW. THIS MAY HAVE BEEN DUE TO AN ADDITIONAL MALFUNCTION OF THE AIR DEMAND PUMP AUTO MODE BUT THE CONFIGN MAY HAVE CONTRIBUTED TO THE PROB. SUGGEST BLEED SYS CONFIGN BE ADDED TO THE MEL FOR THIS ITEM. IN ADDITION MAINT PLACARDED THE HYD DRIVEN GENERATOR (HDG). THE WORDING IN THE MEL IS NOT CLR. I DON'T THINK THIS WAS REQUIRED. ONLY THAT THE HDG NOT BE REQUIRED FOR THE FLT. ALL IN ALL THIS WAS NOT A HAPPY MEL EXPERIENCE. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING: THE CAPT WAS FLYING A B767-300 THAT HAD THE L ENG'S HIGH PRESSURE BLEED VALVE WIRED CLOSED BY MAINT. THE MEL DID NOT ADDRESS WHAT THE PROPER BLEED CONFIGN FOR TKOF SHOULD BE FOR THIS CONDITION. THE FLC DID NOT REALIZE; UNTIL IT HAD HAPPENED; THAT THE AIR DRIVEN PUMP THAT ASSISTS DURING GEAR RETRACTION WOULD BE SO AFFECTED BY THIS PROB. THE MEL CHANGE IS IN PROGRESS AT THIS COMPANY AND IN COORD WITH THE MANUFACTURER OF COURSE.
