CAPT LOSES CTL OF HIMSELF AND AIRSPD AND MAKES HARD LNDG.

Narrative

DEPARTED IAD FOR JFK. 34 PAX; APPROX 500 LBS UNDER GROSS WT. ACFT AT AFT CTR OF GRAVITY LIMITS. CLRED FOR VISUAL APCH TO RWY 13L AT JFK BY NEW YORK APCH. CALLED TWR APPROX 10 MI OUT. TOLD TO 'CONTINUE.' AT APPROX 2 MI FINAL; STILL NO LNDG CLRNC. TWR CTLR VERY BUSY; IN PROCESS OF TELLING ALL ACFT MONITORING ONE FREQ TO CHANGE TO ANOTHER. TOLD 747 ON FINAL TO RWY 22L TO GAR. AT APPROX 50 FT AGL; STILL NO LNDG CLRNC; EVEN THOUGH I HAVE REQUESTED AT LEAST 3 TIMES WITH NO RESPONSE. AT THIS TIME CAPT BECOMES EXTREMELY IRATE; ALMOST SHOUTING ON TWR FREQ FOR OUR LNDG CLRNC. HE TELLS ME LATER THAT AT THIS POINT HE WAS PREPARING FOR GAR. I ASKED AGAIN FOR LNDG CLRNC. IT IS GIVEN AT APPROX 20 FT AGL. AIRSPD DROPS ABOUT 10 KTS BELOW VREF. TOUCHDOWN IS FAIRLY HARD; CAUSING BOUNCE. DUE TO AFT CTR OF GRAVITY NOSE COMES WAY UP; STICK SHAKER ACTUATES. SECOND TOUCHDOWN IS VERY NOSE HIGH CAUSING TAIL STRIKE. ACFT CTL IS REGAINED AND CAPT TAXIES NORMALLY TO GATE. I BELIEVE THE PRIMARY CAUSE OF THIS INCIDENT WAS AN AFT CTR OF GRAVITY CONDITION; COMPOUNDED BY ALLOWING THE ACFT TO SLOW BELOW VREF. THE SPD REDUCTION WAS ALLOWED DUE TO THE DISTRS OF ATC; AND ALSO DUE TO LOSS OF CONCENTRATION; DUE TO LOSS OF TEMPER BY THE CAPT.
