Synopsis

COMMUTER BE-1900 CROSSES OVER HOLD SHORT LINE DURING TAXI FOR TKOF.

Narrative

WE WERE ON THE RAMP AND CALLED GND CTL FOR CLRNC TO TAXI. WE WERE TOLD TO TAXI TO RWY 27. CONDITIONS WERE PARTLY CLOUDY; VISIBILITY BETTER THAN 3 MI AND DRY SURFACE CONDITIONS. THE CAPT PROCEEDED TO TAXI TO RWY 27 AS DIRECTED. THE DISTANCE FROM WHERE WE WERE PARKED TO THE BEGINNING OF THE RWY IS NOT VERY FAR. THE CAPT WAS PROCEEDING TO RWY AT A RELATIVELY FAST SPD. FASTER THAN MOST OTHER CAPTS I HAVE FLOWN WITH. SHE CALLED FOR THE TAXI CHKLIST AS WE BEGAN TO ROLL. I ATTEMPTED TO COMPLETE THE CHKLIST SO WE WOULD NOT HAVE TO WAIT AT THE END OF THE RWY AND DELAY OUR DEP. AS WE TAXIED MY EYES WERE FOCUSED INSIDE THE ACFT FOR THE GREATEST PERCENTAGE OF THE TIME CONDUCTING THE TAXI CHKLIST. AFTER I HAD COMPLETED THE CHKLIST; I LOOKED OUT OF THE ACFT TO DETERMINE WHERE WE WERE SO I COULD CONTACT TWR AT THE PROPER TIME. JUST AS I REALIZED WE WERE ALREADY PAST THE HOLD SHORT LINE BY 30 FT (APPROX) THE CAPT APPLIED THE BRAKES AND STOPPED THE ACFT. A SECOND AFTER SHE STOPPED; THE GND CTLR; WHO WAS MONITORING TWR FREQ ALSO; ORDERED US TO STOP AND HE INFORMED US THAT WE WERE PAST THE HOLD SHORT LINE. A PIPER TOMAHAWK WAS ON SHORT FINAL AND LANDED WITHOUT INCIDENT. WE HAD STOPPED FAR ENOUGH FROM THE RWY WHICH STILL ENABLED HIM TO HAVE PLENTY OF ROOM WITHOUT BEING CROWDED ON LNDG. THE CAPT HAD STATED THAT SHE THOUGHT THE HOLD SHORT LINE WAS CLOSER TO THE RWY. IT LOOKED AS THOUGH A HOLD SHORT LINE WAS THERE AT ONE TIME BUT WAS PAINTED OVER BLACK. THIS SIT COULD HAVE BEEN AVOIDED IF THE CAPT WOULD HAVE SLOWED THE TAXI SPD DOWN SO SHE WOULD HAVE BEEN ABLE TO SEE THE TXWY SIGNS AND MARKINGS BETTER. ALSO; IF SHE WOULD HAVE RELIED ON WHAT THE CURRENT TXWY MARKINGS WERE INSTEAD OF RELYING ON PAST EXPERIENCE. AS FOR MYSELF; IF I WOULD HAVE TAKEN MY TIME WITH THE TAXI CHKLIST. I COULD HAVE DEVOTED MORE TIME FOR LOOKING OUTSIDE; WHICH WOULD HAVE POSSIBLY ENABLED ME TO BETTER ASSIST THE CAPT. SUPPLEMENTAL INFO FROM ACN 309131: I JUST THOUGHT THE HOLD SHORT LINES WERE FURTHER DOWN THE TXWY. THIS IS WHERE I CAME TO A STOP INSTEAD OF THE FIRST SET OF HOLD SHORT LINES; WHICH I INITIALLY BELIEVED TO BE FOR ILS APCHS. BUT AFTER FURTHER EXAMINATION; THERE ARE NO SEPARATE HOLD SHORT LINES FOR IFR OR VFR APCHS.
