SMA DEPARTS ARPT BELOW CLASS B AIRSPACE AND CONTACTS DEP. TRANSFERRED 3 TIMES THEN ACCUSED OF ENTERING CLASS B WITHOUT CLRNC.

Narrative

I HAD DEPARTED SLC #2 ON 330 DEG HDG; CALLED APCH AND GAVE POS; ALT AND INTENTION TO CLB TO 10500 FT. CTLR THEN GAVE ME ANOTHER FREQ. I TOLD SECOND CTLR ALT AND INTENTION AND INTENDED ARPT (SAC). HE ASKED ME MY HDG AND INTENDED HDG. I TOLD HIM THAT I WOULD BE TURNING TO 250 DEGS (NOT SURE OF EXACTLY WHAT I TOLD HIM IN DIRECTION) AND THAT I WOULD FLY CLOSE TO THE MOUNTAIN BUT INTO THE LAKE AREA. SECOND CTLR THEN TRANSFERRED ME TO A THIRD CTLR. UPON CALLING THE THIRD CTLR I MADE CONTACT BUT IMMEDIATELY LOST HIM BECAUSE OF SOMEONE'S STUCK OPEN MIKE. I IMMEDIATELY CONTACTED THE SECOND CTLR AND TOLD HER OF MY PROB AND THAT I SUSPECTED THAT CTLR #3'S MIKE WAS STUCK OPEN. SHE TOLD ME TO CONTACT HIM ONCE AGAIN AND I IMMEDIATELY DID SO; GIVING MY ALT AND INTENDED ALT OF 10500 FT. THE THIRD CTLR THEN YELLED AT ME 'WHAT ARE YOU DOING THERE; I DIDN'T CLR YOU INTO CLASS B AIRSPACE; GET DOWN TO 6000 FT IMMEDIATELY.' 'WHO CLRED YOU INTO CLASS B AIRSPACE?' HE THEN MODIFIED THE DSCNT TO 7000 FT AS I WAS AT 7800 FT. I TOLD HIM THAT THE FIRST CTLR HAD CLRED ME (I BELIEVED THAT SHE HAD ME AND THAT I WAS OK INTO CLASS B AIRSPACE). THE THIRD CTLR CALLED ME BACK AND TOLD ME TO CALL SLC WHEN I GOT HOME. I ASKED HIM IF THERE WAS A PROB AND HE INFORMED ME THAT I HAD NOT BEEN CLRED INTO CLASS B. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: RPTR STATED THE PHONE CALL WAS A REVIEW OF THE CIRCUMSTANCES WITH RPTR INDICATING HE BELIEVED HE HAD BEEN CLRED SINCE HE SPOKE WITH 3 CTLRS WHO IDENTED HIM ON RADAR. HE RECEIVED A CALL FROM ATC WITH A SUGGESTION THAT HE WRITE A LETTER REGARDING THE INCIDENT. HIS ATTORNEY RECOMMENDED HE DO NOTHING. A REGISTERED LETTER WAS DELIVERED TO HIS HOME THE DAY OF THE CALLBACK AND HE DOES NOT KNOW ITS CONTENTS. HE USES THE WESTERN STATES GUIDE FOR FLT INFO WHICH IS CURRENT. NO CONFLICT OCCURRED.
