NMAC.

Narrative

WE WERE CLRED BY ZDC TO DSND FROM 11000 FT TO 3200 FT DURING OUR IFR FLT PLAN FROM CHARLOTTE TO ROCKY MOUNT. I WAS FLYING THE ACFT AS WELL AS COMMUNICATING WITH ATC. CAPT WAS BRIEFING THE PAX FOR OUR DSCNT INTO ROCKY MOUNT AND MONITORING ATC WITH ME. MY DSCNT RATE WAS ABOUT 1200 FPM. COMING THROUGH 4000 FT ATC CALLED TFC FOR US AT 12 TO 2 O'CLOCK; SBOUND; 3500 FT. I LOOKED VERY CAREFULLY AT 12 TO 2 O'CLOCK FOR TFC. CAPT WAS DOING THE SAME LOOKING FOR TFC. AS I STARTED TO LEVEL OFF AT 3200 FT; ALL OF A SUDDEN TFC SHOWED UP AT 10:30 TO 11 O'CLOCK ABOUT 3100 FT AND 100 FT HORIZ TO US. OUR HDG WAS ABOUT 095 DEGS AND HE APPEARED TO BE HDG SBOUND. AS I SPOTTED THE CESSNA 150; HE APPEARED TO BE IN A HARD R BANK. MY SPLIT SECOND INSTINCT AND REACTION WAS TO BANK FIRMLY TO THE R AND PITCH UP WHICH I DID. ATC ASKED IF THERE WAS A PROB! MY BEST RECOLLECTION WAS CAPT REPLIED WE JUST HAD A NEAR MISS! CTR REPLIED 'I WASN'T WORKING THAT TFC.' HE CALLED THAT TFC AT 3500 FT BUT TFC SHOWED UP AT 3100 FT AND AT A WRONG POS. WE ARE TAKING GREAT RISKS FLYING TO SMALL UNCTLED ARPTS WITHOUT TCASII. I FEEL THAT THIS EQUIP SHOULD BE MANDATED BY FAA ASAP! FOR ALL ACRS PART 135 19 SEATS BUT NOT END OF YR. NO EXTENSION SHOULD BE GRANTED! ALSO; FAA SHOULD MAKE MODE C A REQUIREMENT FOR ALL ACFT FLYING AT ALL ALTS IN UNITED STATES DUE TO GROWING HIGH VOLUME OF TFC FLYING. THE CURRENT REGS DON'T REQUIRE THESE AND WE ARE TAKING RISKS EVERY DAY ESPECIALLY AT POOR VISIBILITY HOT HAZY SUMMER; SO-CALLED VFR DAYS!
