FLC FAILS TO COMPLY WITH ALT RESTR.

Narrative

DSNDING INTO HOUSTON INTERCONTINENTAL ARPT WHILE ON THE CUGAR 5 ARR; WE WERE LEVEL AT 12000 FT. WE WERE THEN GIVEN CLRNC TO CROSS HAAGI INTXN AT 10000 FT; WHILE WE WERE 45 DME AWAY FROM IAH. I STARTED A GRADUAL DSCNT USING THE AUTOPLT AND LEVELED OFF AT 11000 FT. AT 36 DME; ZHU GAVE US ANOTHER CLRNC TO DSND TO 8000 FT. THE CAPT ACKNOWLEDGED THE CLRNC AND THEN SAID TO ME THAT HE WAS WONDERING IF I WAS GOING TO DSND TO 10000 FT. THAT WAS THE FIRST TIME HE SAID ANYTHING ABOUT MAKING THE XING RESTR SINCE ACCEPTING THE EARLIER CLRNC. I HAD ACKNOWLEDGED THE XING RESTR CLRNC WHEN ATC GAVE IT TO US; BUT APPARENTLY I CHANGED (MENTALLY) THE ALT TO 11000 FT AND DID NOT LOOK BACK AT THE ALT ALERTER AFTER BEGINNING THE SHORT DSCNT. MENTALLY; I WAS TIRED; EVEN THOUGH IT WAS ONLY NOON. IN THE PAST 14 DAYS; I WORKED A 4-DAY TRIP; THEN 1 DAY OFF; THEN A 3-DAY TRIP. I THEN WENT TO OSHKOSH THE NEXT DAY FOR THE EAA CONVENTION AND STAYED 4 DAYS. THE DAY AFTER COMING BACK; I WAS CALLED OUT ON THIS 3-DAY TRIP. THIS INCIDENT TOOK PLACE ON THE THIRD DAY. UNTIL THEN; I HAD NOT REALIZED THAT I NEVER HAD GOTTEN FULLY RESTED OVER THE PAST 2 WKS. I WAS SOMEWHAT SURPRISED THAT THE CAPT DID NOT SAY ANYTHING TO ME INQUIRING AS TO MY MEETING THE XING RESTR. OUR COMPANY HAS BEEN PRESENTING COCKPIT CREW COORD COURSES SINCE 1987 AND I THINK THIS SIT WAS A PERFECT EXAMPLE OF COCKPIT CREW COORD NOT BEING USED.
