Synopsis

ALT XING RESTR NOT MET. NON ADHERENCE TO ATC CLRNC PROC.

Narrative

WHILE FLYING THE LOOP 9 DEP OUT OF LAX; WE MISSED THE 'AT OR ABOVE 13000 FT' ALT RESTR AT KEGGS INTXN (LAX 041/8) BY APPROX 1000 FT. THE FO WAS FLYING; AND AFTER COMPLETING THE INITIAL CLB BACK OVER THE VOR; IT APPEARED THAT WE WOULD HAVE NO PROB MAKING THE ALT RESTRS. AT 10000 FT; I PERFORMED THE CLB CHK; SOMEWHERE IN THAT AREA HAD A FREQ CHANGE; AND FIGURED THE ETA'S FOR THE SEGMENTS ALONG OUR 3 1/2 HR FLT PLAN. 4 MI PAST KEGGS INTXN; THE CTLR ASKED OUR ALT (WHICH WAS APPROX 12600 FT) AND ADVISED US THAT WE HAD MISSED THE 13000 FT RESTR AT KEGGS. ALTHOUGH WE HAD THE PERFORMANCE AVAILABLE TO MEET THE RESTR; IT APPEARS THAT THE TIME REQUIRED TO ACCELERATE FROM 250 KTS TO OUR CLB SPD OF APPROX 320 KTS WAS SUFFICIENT TO LOWER OUR CLB RATE LONG ENOUGH THAT WE MISSED THE RESTR. THE PROB WAS THAT I WAS NOT VIGILANT ENOUGH MONITORING OUR PERFORMANCE AND COMPLIANCE WITH THE SID WHILE PERFORMING THE PNF DUTIES. I PRIDE MYSELF ON BEING AN EXCELLENT PLT AND TRY TO ALWAYS BE VIGILANT; ESPECIALLY REGARDING COMPLIANCE WITH RESTRS; BUT IN THIS INSTANCE; I OBVIOUSLY LET MYSELF BE DISTRACTED BY OTHER DUTIES WHEN I SHOULD NOT HAVE BEEN.
