PLT OF A PHOTO FLT FAILED TO FOLLOW ATC INSTRUCTIONS WHILE CRUISING AT AN IFR ALT WITHOUT AN IFR CLRNC OR ATC COORD FOR THE FLT.
I WAS ON AN EARLY MORNING PHOTOGRAPHY FLT IN A RENTED C172; 18 MI NE OF FWA. FOR THE PURPOSE OF THE CAMERA; WE FLY THE PHOTO MISSIONS AT AN ALT OF 7000 FT MSL; TO WHICH THE CAMERAS ARE SET AND PERMANENTLY FOCUSED. I WAS RECEIVING VFR ADVISORIES FROM FWA APCH FOR THE PURPOSE OF TA'S. THE CONDITIONS WERE VFR WITH VISIBILITY AT LEAST 20 MI. ON MY PHOTO MISSIONS; I FLY N AND S LINES OVER A SPECIFIC COUNTY UNTIL THE ENTIRE COUNTY IS PHOTOGRAPHED. ON THE MORNING OF AUG/TUE/95; THE CTLR ISSUING ADVISORIES REQUESTED THAT I CLB OR DSND 500 FT FOR CONFLICTING TFC. I TOLD THE CTLR I WAS UNABLE BECAUSE MY CAMERA WAS TAKING PICTURES AND IF I WERE TO CLB OR DSND THE PICTURES WOULD NOT TURN OUT RIGHT. THE CTLR THEN ADVISED THAT I TURN L TO A HDG OF 150 DEGS (I WAS HDG 180 DEGS). AT THAT POINT I REMINDED THE CTLR OF MY SIT WITH THE PHOTOGRAPHY AND TOLD HER I WOULD BE UNABLE TO DEVIATE OR I WOULD HAVE TO START ALL OVER (AND LOSE MONEY). SHE THEN ORDERED ME TO TURN TO THE HDG OF 150 DEGS. I WAS SLIGHTLY AGGRAVATED AT THIS POINT AND I TURNED L TO 360 DEGS INSTEAD OF 150 DEGS SO I COULD RETURN TO MY STARTING POINT. THIS I FEEL WAS MY ONLY MISTAKE AND I ADMITTED THAT TO HER IN A LATER PHONE CONVERSATION. AT THIS POINT; THE CTLR ASKED ME WHERE MY ACFT WAS BASED. AFTER FINISHING MY PHOTO MISSION; THE CTLR ADVISED ME TO CALL HER ON THE PHONE UPON LNDG AT SMITH FIELD.
