PVT PLT OF A SKY DIVING ACFT HAD NMAC DURING CLB WITH ANOTHER ACFT PASSING JUST OVERHEAD.
ON THE DAY OF THE NMAC; HARRISBURG TOLD ME TO CONTACT NEW YORK ON 133.07 FOR FURTHER ADVISORIES. AT 8000 FT MSL I RESPONDED WITH NEGATIVE RADIO CAPABILITY TO REACH THAT FREQ. THEY RESPONDED WITH 'RADAR SVC TERMINATED SQUAWK 1200 FREQ CHANGE APPROVED.' I RESPONDED WITH 'DO YOU WANT ME TO KEEP MY CURRENT XPONDER CODE; AND WHO SHOULD I CONTACT.' HARRISBURG RESPONDED 'NO; I SAID SQUAWK 1200 AND I CAN'T HELP YOU FURTHER WITH WHOM TO CONTACT.' THIS HAD NEVER OCCURRED BEFORE IN THE 3 YRS I'VE FLOWN SKY DIVERS AT THIS DROP ZONE. I WAS CONFUSED; SHOULD I KEEP CLBING WITHOUT RADAR SVC? WHO SHOULD I CALL TO NOTIFY (1 MIN) PRIOR TO JUMP? I DECIDED TO CONTINUE TO CLB WITHOUT RADAR ADVISORIES AND PLANNED TO CALL '1 MIN NOTIFICATION AND JUMPERS AWAY' ON THE UNICOM FREQ. AT 9000 FT MSL; OR ABOUT 1 1/2 MIN AFTER HARRISBURG DISCONTINUED RADAR SVC; I SAW ANOTHER AIRPLANE ABOUT 100 FT DIRECTLY ABOVE ME TRAVELING AT A 90 DEG ANGLE TO MY FLT PATH FROM MY R TO MY L AND ABOUT 25 FT FORWARD OF MY POS. BECAUSE OF THE HIGH WING ON A CESSNA 182; I WAS UNABLE TO SEE HIM APCHING FROM MY 3 O'CLOCK POS UNTIL HE WAS ABOVE MY WINDSHIELD. 100 FT WAS TOO CLOSE FOR MY PERSONAL MINIMUMS. I FEEL THIS CLOSE CALL COULD BE AVOIDED IN THE FUTURE IF HARRISBURG GAVE US RADAR SVC ALL THE WAY TO 10500 FT ON A CONSISTENT BASIS AND ZNY STAYED OUT OF THE PICTURE COMPLETELY. ALSO; I NEED TO EXERCISE MORE DILIGENCE IN WATCHING FOR OTHER ACFT WHEN FLYING VFR.
