Synopsis

AN LTT FLC DISCOVERED THAT THE APCH CHART VOR IDENT DID NOT MATCH THE SAME LOW ALT CHART VOR IDENT. AIR RTE MGMNT WAS NOTIFIED BY THE AIRLINE'S DISPATCH. AERO CHART PRESENTATION NOAA AND COMMERCIAL INCORRECT CHARTS.

Narrative

ON A SCHEDULED FLT FROM MIA TO APF WE HAD A NORMAL DEP AND CRUISE AND WERE CLRED DIRECT TO NAPLES. DUE TO THE OVCST WX IN APF WE ANTICIPATED A VOR RWY 4 APCH. SINCE WE WERE ENRTE; WE IDENTED THE CYY OFF THE LOW ALT ENRTE CHART. SINCE CYY IS A TERMINAL VOR THERE IS NO MORSE CODE IDENTIFIER ON THE CHART. WE THEN IDENTED THE CYY VOR FROM THE CYPRESS 1 ARR INTO MIAMI. UPON BRIEFING FOR THE APCH WE NOTICED THE PRIMARY NAVAID FOR THE VOR 4 APCH (FEB/XX/95) WAS SHOWN AS CCE (CYPRESS). AFTER INFORMING FT MYERS APCH AND NAPLES TWR OF THE DISCREPANCY; WE CONTINUED THE APCH AND MADE A NORMAL LNDG. ON THE GND; NAPLES TWR INQUIRED WHAT TYPE OF APCH PLATES WE HAD. WE REPLIED WE HAD CURRENT COMMERCIAL APCH PLATES. THE TWR ALSO SAID THAT THE CURRENT NOAA APCH PLATE FOR VOR RWY 4 APCH ALSO SHOWED THE INCORRECT INFO. WE NOTIFIED OUR DISPATCHER TO CHK FOR ANY NEW FDC NOTAMS. OUR DISPATCH FOUND NO NOTAMS AND CALLED MIA AIR RTE MGMNT. THEY WERE NOT AWARE OF THE DISCREPANCY AND SAID IT MUST BE AN OVERSIGHT BY NOAA. WE RECEIVED AN AMENDMENT TO OUR RELEASE STATING THAT THE CYY VOR SHOULD BE IDENTED BY THE MORSE CODE ON THE CYPRESS 1 ARR. ARTCC HAS SINCE ISSUED AN F-4 MESSAGE #0064; RENAMING OF CYY VOR. SINCE THE VOR WAS IDENTED BY USE OF A CURRENT COMMERCIAL AIRWAY MANUAL; THE INTEGRITY OF THE IFR FLT PLAN WAS NEVER JEOPARDIZED. THE FLT WAS CONDUCTED IN A SAFE AND EFFICIENT MANNER EVEN WITH THE DISCREPANCY. WE RECOMMEND A REVISION AS SOON AS POSSIBLE.
