AN ACR CAPT HAS A MAJOR COMPLAINT ABOUT THE DEICING OF HIS ACFT AT ORD.
UNSATISFACTORY DEICE AT ORD. RELIEF FO ARRIVED AT ACFT AT XA05 LCL. CAPT AND FO AT XA20 LCL. ALL ACFT WERE BEING DEICED AT ORD DUE TO FREEZING RAIN. ACFT HAD BEEN AT HANGAR ALL DAY AND HAD ACCUMULATED ICE AND SNOW IN CONSIDERABLE AMOUNTS. RELIEF FO CONFIRMED THAT WE WOULD NEED TO BE DEICED AND RPTED THE AMOUNTS OF SNOW. ACFT WAS CLOSED AT XB30 LCL AND DEICE COMMENCED AT XB35 LCL USING TYPE I AND II. CAPT WAS ADVISED BEFORE DEICE START AND DEICE COMPLETE WITH HOLDOVER START TIME OF XB35 LCL. CAPT WAS ADVISED DEICE COMPLETE AT XB40 LCL. CAPT ASKED FOR PUSH CREW ASAP AND; WHEN PUSH DRIVER RPTED ON; RELEASED BRAKES AT XB41 LCL. THE L WINGWALKER STOPPED EVERYTHING AT THAT POINT BY TELLING THE DRIVER THAT THE L WING STILL HAD VISIBLE SNOW AND ICE ON LEADING EDGE AND ENG COWLING. CAPT CALLED FOR DEICE AGAIN. WHEN THE DEICE COORDINATOR RPTED ON THE INTERPHONE; CAPT TOLD HIM TO DO BOTH WINGS AND TAIL AGAIN SINCE THE HOLDOVER TIME HAD ALREADY EXPIRED. SECOND DEICE BEGAN AT XC05 LCL. ONLY THE L WING WAS DONE. CAPT CALLED FOR THE DEICE TO RETURN. FINALLY; AT XC15 LCL; OUR SECOND DEICE WAS COMPLETE. WE DEPARTED AT THE LIMIT OF HOLDOVER TIME SINCE THERE WAS NO FALLING MOISTURE NOTED DURING TAXI OUT. EXCUSES ABOUT SHIFT CHANGE AND LUNCH DO NOT CUT IT. KUDOS TO GND PUSH CREW. THE DEICE INSPECTORS AND OPERATORS NEED; IN CAPT'S OPINION; TO BE RETRAINED FOR WORK IN LESS CRITICAL AREA. THIS COULD HAVE ENDED IN DISASTER AND THE CRITICAL NATURE OF THE MISTAKE; MISSING THE ENTIRE L WING; CANNOT/MUST NOT EVER HAPPEN AGAIN. I HOPE THAT THIS IS MADE CLR TO DEICE PEOPLE.
