WHILE INBOUND AT 10 MI; I XMITTED ON 122.7 MHZ; 'KERRVILLE TFC; THIS IS MOONEY 10 MI E; INBOUND FOR LNDG.' LATER AT 5 MI; I XMITTED ON 122.7 MHZ; 'THIS IS MOONEY 5 MI E AT 3000 FT. OUR INTENTIONS ARE TO PASS DIRECTLY OVER THE ARPT; E TO W AT 3000 FT AND MAKE A DSNDING ENTRY TO A L DOWNWIND; RWY 30.' AS I PASSED OVER THE FIELD; I NOTICED A PIPER CUB FOLLOWED BY A CESSNA SINGLE AND A TWIN TAXIING TO RWY 30. I BEGAN MY DSCNT AND XMITTED ON 122.7 MHZ; 'THIS IS MOONEY ON L DOWNWIND; RWY 30.' AS I DSNDED TO THE L DOWNWIND; THE CUB XMITTED ON 122.7 MHZ; 'KERRVILLE TFC; IS THERE ANYONE OUT THERE?' I RESPONDED ON 122.7 MHZ; 'YES; THIS IS MOONEY ON A L DOWNWIND TO RWY 30.' (NO RESPONSE FROM THE CUB.) ON TURNING A 2.5 MI FINAL; I XMITTED; 'KERRVILLE TFC; THIS IS MOONEY ON FINAL; RWY 30.' THE CUB XMITTED; 'KERRVILLE TFC; IS THERE ANYONE OUT THERE.' THE CESSNA TWIN XMITTED; 'PIPER; DON'T YOU SEE THE TFC ON FINAL?' THE CUB RESPONDED IN AN EXCITED AND EMOTIONAL VOICE; 'GODDAMN IT! YOU'RE GETTING ME MIXED UP; KERRVILLE TFC; IS THERE ANYONE OUT THERE?' I XMITTED; 'KERRVILLE TFC; WE'RE ON A 1 MI FINAL.' THE CUB RESPONDED; 'WHERE ARE YOU?' I REPLIED; 'ABOUT 100 FT; NO; MAKE THAT 100 YDS FROM YOU.' THE CUB XMITTED WHILE PULLING ON TO RWY 30; 'PIPER CUB DEPARTING ON RWY 30.' THE CESSNA TWIN XMITTED; 'NO! PIPER; NO.' I BEGAN A GAR PASSING OVER THE CUB WHICH WAS NOW ON TKOF ROLL. I RE-ENTERED THE PATTERN AND LANDED WITHOUT INCIDENT. AFTER TIEING DOWN MY ACFT; LINEMAN FOR FBO; WHO HAD HEARD ALL THE XMISSIONS SAID; 'BOY; WAS THAT SOMETHING!' I SAID; 'YES; IT WAS.' AS WE DROVE FROM THE ARPT; WE NOTICED THE PIPER CUB MAKING A LNDG ON THE GRASS BTWN THE TXWY AND RWY 30. I UNDERSTAND THE CUB PLT IS ELDERLY; HAS A 'FRESH' 3RD CLASS PHYSICAL; IS NOW OPERATING WITH A HAND-HELD RADIO WHICH WAS RECENTLY GIVEN TO HIM; AND HAS BEEN INVOLVED IN A NUMBER OF INCIDENTS AS ABOVE. EVIDENTLY; HE CAN'T HEAR WELL; BECAME EMOTIONALLY UPSET BY NORMAL ARPT EVENTS (2 PLANES ON THE TXWY BEHIND HIM AND 1 IN THE PATTERN); FAILED TO MAINTAIN A PROPER LOOKOUT FOR OTHER ACFT; AND GENERALLY; OPERATED HIS ACFT IN AN UNSAFE MANNER. I DON'T THINK THE CUB PLT WAS EVER AWARE MY ACFT WAS IN THE VICINITY. THIS PERSON SHOULD NOT BE FLYING; HE'S GOING TO KILL SOMEONE; SOMEDAY.
