EMS FLC FERRY ACFT FOR MAINT PURPOSES WITH MORE THAN ESSENTIAL CREW ABOARD.

Narrative

ABOUT XX:10 ON 01/SUN/96 I WAS FLYING AN EMS BO105 HELI TO A DISPATCHED CALL. THE LNDG AREA WAS GOING TO BE DUSTY AND I INFORMED THE CREW. DURING THE LNDG; THE MAST MOMENT INDICATOR LIGHT WAS ON BECAUSE MAST LIMITATIONS WERE EXCEEDED. THE EMER PROCS CHKLIST AND THIS ITEM WAS NOT INCLUDED. I INFORMED DISPATCH THAT I HAD A MAINT PROB WITH THE MAST MOMENT LIGHT ILLUMINATED; WOULD NOT BE ABLE TO TRANSPORT THE PATIENT; AND FOR DISPATCH TO CONTACT MAINT TO DETERMINE IF THE INSPECTION WOULD OCCUR AT THE SITE OR IF THE ACFT COULD BE MOVED. A FEW MINS LATER; I WAS TOLD BY DISPATCH THAT MECH SAID TO RETURN TO XYZ. I RETURNED TO XYZ AND HELPED A MECH IN HIS CONDUCTING THE INSPECTION; WHICH WAS SATISFACTORY; AND THEN NOTIFIED THE APPROPRIATE PERSONS. I DID NOT HAVE ACCESS TO APPROPRIATE MAINT BOOKS AND WAS NEVER ASKED TO CLARIFY TO ANYONE WHAT HAD OCCURRED. TO ME; PEOPLE MADE A DETERMINATION THAT I COULD FLY THE ACFT BASED UPON MANUFACTURER'S INSPECTION REQUIREMENTS. NO FERRY PERMIT REQUIRED IN TELLING ME TO FLY THE ACFT. PAX SEATS ARE FOR NURSE AND PARAMEDIC WITH A SINGLE STRETCHER FOR PATIENT TRANSPORT. PATIENT WAS NOT TRANSPORTED; BUT CREW FLEW ON RETURN FLT FOR THE INSPECTION.
